    PUBLIC HEARING NOTICE OHIO DEPARTMENT OF MEDICAID

     

    DATE:             September 14, 2015

    LOCATION: Room A501, Lazarus Building, 50 W. Town Street, Columbus, Ohio  43215

     

    Pursuant to section 5164.02, Chapter 119 of the Ohio Revised Code and 42 CFR 447.205, the director of the Department of Medicaid gives notice of the department's intent to adopt Ohio Administrative Code rules 5160-27-02 and 5160-27-05 on a permanent basis to extend the current health home policies and of a public hearing thereon. These rules were adopted on an emergency basis on July 1, 2015.

     

    Rule 5160-27-02, entitled "Coverage and limitations of medicaid community mental health services" is being proposed for amendment to implement a policy directive from the Ohio Department of Medicaid. This rule sets forth the Medicaid service limits for community mental health services as well as the eligibility policy for the health home program. The rule change is in paragraph (A)(7)(b) where the termination date of July 1, 2015 is being deleted in order to continue the current eligibility policy. The Department estimates the semiannual fiscal impact of this amendment to be approximately $ 9,921,723.

     

    Rule 5160-27-05, entitled "Reimbursement for community mental health medicaid services" is being proposed for amendment to implement a policy directive from the Ohio Department of Medicaid. This rule sets forth the Medicaid reimbursement policies for community mental health providers, including health home providers, which are certified by the Ohio Department of Mental Health and Addiction Services. The reimbursement rate policy for providers operating in phase one of the health home program is described in the rule. The rule change is in paragraph (H)(3) where the termination date of June 30, 2015 is being deleted in order to continue the current reimbursement policy. The Department estimates the semiannual fiscal impact of this amendment to be approximately

    $9,465,945.
