    This rule is being filed in accordance with Chapter 106.03 five year review.

    The rule deals with emergency management training requirements for county emergency management directors, requirements to participate in semiannual seminars hosted by the Ohio Emergency Management Agency and the publication of an annual training catalog. Language is amended to require attendance at specific courses, and to specify notification and excusal process for required events.

    Fore the revised filing, paragraph(A) and (A)(1) were rewritten to make it clear which coursework would be required for directors that were appointed to head emergency management agencies of political subdivisions.

    For the re-filed filing, a small change is being made to paragraph (A)(5) to make it more clear that the minimum number (2) of refresher or continuing education courses will be required annually going forward and will not be necessitated only by changes to law or programs, as this was the original intent of the rule amendment.

    The rule as it is currently in effect causes Ohio EMA to reimburse attendees for lodging and meals while attending a required course. This will continue with the amended rule.
