(A)Title and term. Ohio lottery commission game rule number five hundred eighty "Wild Number Bingo" shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number five hundred eighty.

 

(B)General design.

 

(1)Game rule number five hundred eighty is an instant lottery game within which are contained six separate games referred to as "Card 1" through "Card 6." To win a prize award(s), the player is required to scratch off the covering over the "Caller's Card" to reveal twenty-five bingo numbers and the "Wild Number" area to reveal one number. The player then scratches off the overlay for all corresponding numbers contained on "Card 1" through "Card 6" on each ticket that match the "Caller's Card" bingo numbers and all "Card" bingo numbers that end with the "Wild Number." Each "Card" shall contain twenty-four numbers with a "Free" space in the middle. Prizes may be won if the matched numbers and/or "Card" bingo numbers that end with the "Wild Number" revealed on any one "Card" form the following: a complete horizontal, vertical or diagonal line consisting of five matched spaces or four matched spaces with the "Free" space in the middle; any combination of matched spaces, "Free" space and/or "Card" bingo numbers that end with the "Wild Number" forming a complete horizontal, vertical or diagonal line; matching numbers in all four corners; any combination of matched numbers and/or "Card" bingo numbers that end with the "Wild Number" in all four corners; two complete diagonal lines forming an "X" pattern including eight matched numbers with the "Free" space in the middle; and any combination of matched numbers, "Free" space and/or "Card" bingo numbers that end with the "Wild Number" that form two complete diagonal lines forming an "X" pattern.

 

(2)The prizes available are printed beside each "Card." A player may win up to six times on one ticket but may win only once per "Card."

 

(3)As used in this rule, "prize value" shall mean one of the following monetary figures as they appear for each separate card:

 

(a)"Card 1" - Three dollars, twenty dollars and two hundred dollars;

 

(b) "Card 2" - Five dollars, forty dollars and five hundred dollars;

 

(c) "Card 3" - Ten dollars, fifty dollars and one thousand dollars;

 

(d)"Card 4" - Fifteen dollars, seventy-five dollars and five thousand dollars;

 

 

(e) "Card 5" - Twenty dollars, one hundred dollars and ten thousand dollars; and

(f)"Card 6" - Twenty-five dollars, two hundred dollars and thirty thousand dollars.

(C) Price of tickets. The price of a ticket issued by the commission in game rule number five hundred eighty shall be three dollars.

(D)Structure, nature and value of prize awards.

(1) There shall be one type of prize in game rule number five hundred eighty called a "regular prize award." The sum of all prize awards on a ticket constitutes a regular prize.

(2) As used in this rule, the only "prize awards" that can be won in game rule number five hundred eighty are: three dollars, five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, forty dollars, fifty dollars, seventy-five dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, five thousand dollars, ten thousand dollars and thirty thousand dollars. Each separate "Card," 1 through 6, in instant game rule number five hundred eighty shall be imprinted in such a way that prize awards from the set listed above may be won.

(3) Prize awards shall be distributed in game "Cards" 1 through 6 as follows:

(a) Holder of a valid winning ticket winning three dollars on a horizontal, vertical or diagonal line in "Card 1" shall win a regular prize award of three dollars;

(b) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2" shall win a regular prize award of five dollars;

(c) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of ten dollars;

(d)Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2;" and ten dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of fifteen dollars;

(e) Holder of a valid winning ticket winning fifteen dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of

fifteen dollars;

(f)Holder of a valid winning ticket winning twenty dollars on a horizontal, vertical or diagonal line in "Card 5" shall win a regular prize award of twenty dollars;

(g) Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1" shall win a regular prize award of twenty dollars;

(h) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2;" and twenty dollars on a horizontal, vertical or diagonal line in "Card 5" shall win a regular prize award of twenty-five dollars;

(i) Holder of a valid winning ticket winning twenty-five dollars on a horizontal, vertical or diagonal line in "Card 6" shall win a regular prize award of twenty-five dollars;

(j) Holder of a valid winning ticket winning ten dollars on a horizontal, vertical or diagonal line in "Card 3;" and twenty dollars on a horizontal, vertical or diagonal line in "Card 5" shall win a regular prize award of thirty dollars;

(k) Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1;" and ten dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of thirty dollars;

(l) Holder of a valid winning ticket winning forty dollars on four corners in "Card 2" shall win a regular prize award of forty dollars;

(m) Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1," and twenty dollars on a horizontal, vertical or diagonal line in "Card 5" shall win a regular prize award of forty dollars;

(n) Holder of a valid winning ticket winning fifty dollars on four corners in "Card 3" shall win a regular prize award of fifty dollars;

(o) Holder of a valid winning ticket winning five dollars on a horizontal, vertical or diagonal line in "Card 2;" twenty dollars on a horizontal, vertical or diagonal line in "Card 5;" and twenty-five dollars on a horizontal, vertical or diagonal line in "Card 6" shall win a regular prize award of fifty dollars;

(p) Holder of a valid winning ticket winning forty dollars on four corners in "Card 2;" and ten dollars on a horizontal, vertical or diagonal line in "Card 3" shall win a regular prize award of fifty dollars;

(q) Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1;" forty dollars on four corners in "Card 2;" and fifteen dollars on a horizontal, vertical or diagonal line in "Card 4" shall win a regular prize award of seventy-five dollars;

(r) Holder of a valid winning ticket winning seventy-five dollars on four corners in "Card 4" shall win a regular prize award of seventy-five dollars;

(s) Holder of a valid winning ticket winning one hundred dollars on four corners in "Card 5" shall win a regular prize award of one hundred dollars;

(t)Holder of a valid winning ticket winning twenty dollars on four corners in "Card 1;" forty dollars on four corners in "Card 2;" fifteen dollars on a horizontal, vertical or diagonal line in "Card 4;" and twenty-five dollars on a horizontal, vertical or diagonal line in "Card 6" shall win a regular prize award of one hundred dollars;

(u) Holder of a valid winning ticket winning two hundred dollars on four corners in "Card 6" shall win a regular prize award of two hundred dollars;

(v) Holder of a valid winning ticket winning two hundred dollars on an "X" in "Card 1" shall win a regular prize award of two hundred dollars;

(w)Holder of a valid winning ticket winning five hundred dollars on an "X" in "Card 2" shall win a regular prize award of five hundred dollars;

(x) Holder of a valid winning ticket winning two hundred dollars on an "X" in "Card 1;" one hundred dollars on four corners in "Card 5," and two hundred dollars on four corners in "Card 6" shall win a regular prize award of five hundred dollars;

(y) Holder of a valid winning ticket winning one thousand dollars on an "X" in "Card 3" shall win a regular prize award of one thousand dollars;

(z) Holder of a valid winning ticket winning two hundred dollars on an "X" in "Card 1;" five hundred dollars on an "X" in "Card 2;" one hundred dollars on four corners in "Card 5;" and two hundred dollars on four corners in "Card 6" shall win a regular prize award of one thousand dollars;

(aa) Holder of a valid winning ticket winning two hundred dollars on an "X" in "Card 1;" five hundred dollars on an "X" in "Card 2;" one thousand dollars on an "X" in "Card 3;" one hundred dollars on four corners in

"Card 5;" and two hundred dollars on four corners in "Card 6" shall win a regular prize award of two thousand dollars;

(bb) Holder of a valid winning ticket winning five thousand dollars on an "X" in "Card 4" shall win a regular prize award of five thousand dollars;

(cc) Holder of a valid winning ticket winning ten thousand on an "X" in "Card 5" shall win a regular prize award of ten thousand dollars; and

(dd) Holder of a valid winning ticket winning thirty thousand dollars on an "X" in "Card 6" shall win a regular prize award of thirty thousand dollars dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number five hundred eighty will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that:

(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2) Mathematical reasoning indicates that the number of winning tickets per ten million tickets sold in the following prize categories should be as follows:

(a) Thirty tickets winning thirty thousand dollars in "Card 6" to win thirty thousand dollars;

(b) Six tickets winning ten thousand dollars in "Card 5" to win ten thousand dollars;

(c) Ten tickets winning five thousand dollars in "Card 4" to win five thousand dollars;

(d)Twenty tickets winning two hundred dollars in "Card 1;" five hundred dollars in "Card 2;" one thousand dollars in "Card 3;" one hundred dollars in "Card 5;" and two hundred dollars in "Card 6" to win two thousand dollars;

(e) Twenty tickets winning two hundred dollars in "Card 1;" five hundred dollars in "Card 2;" one hundred dollars in "Card 5;" and two hundred dollars in "Card 6" to win one thousand dollars; and

(f)Twenty tickets winning one thousand dollars in "Card 3" to win one thousand dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a) Five tickets winning two hundred dollars in "Card 1;" one hundred dollars in "Card 5;" and two hundred dollars in "Card 6" to win five hundred dollars;

(b) Five tickets winning five hundred dollars in "Card 2" to win five hundred dollars;

(c) Twenty tickets winning two hundred dollars in "Card 1" to win two hundred dollars;

(d)Twenty tickets winning two hundred dollars in "Card 6" to win two hundred dollars;

(e) Fifty tickets winning twenty dollars in "Card 1;" forty dollars in "Card 2;" fifteen dollars in "Card 4;" and twenty-five dollars in "Card 6" to win one hundred dollars;

(f)Fifty tickets winning one hundred dollars in "Card 5" to win one hundred dollars;

(g) Fifty tickets winning seventy-five dollars in "Card 4" to win seventy-five dollars;

(h) Fifty tickets winning twenty dollars in "Card 1;" forty dollars in "Card 2;" and fifteen dollars in "Card 4" to win seventy-five dollars;

(i) One hundred tickets winning forty dollars in "Card 2;" and ten dollars in "Card 3" to win fifty dollars;

(j) One hundred tickets winning five dollars in "Card 2;" twenty dollars in "Card 5;" and twenty-five dollars in "Card 6" to win fifty dollars;

(k) One hundred tickets winning fifty dollars in "Card 3" to win fifty dollars;

(l) Two hundred tickets winning twenty dollars in "Card 1;" and twenty dollars in "Card 5" to win forty dollars;

(m) Two hundred tickets winning forty dollars in "Card 2" to win forty dollars;

(n) Three hundred tickets winning twenty dollars in "Card 1;" and ten dollars in "Card 3" to win thirty dollars;

(o) Three hundred tickets winning ten dollars in "Card 3;" and twenty dollars in "Card 5" to win thirty dollars;

(p) Five  hundred  tickets  winning  twenty-five dollars  in  "Card  6"  to  win twenty-five dollars;

(q) Five hundred tickets winning five dollars in "Card 2;" and twenty dollars in "Card 5' to win twenty-five dollars;

(r) One thousand tickets winning twenty dollars in "Card 1" to win twenty dollars;

(s) One thousand tickets winning twenty dollars in "Card 5" to win twenty dollars;

(t)One thousand tickets winning fifteen dollars in "Card 4" to win fifteen dollars;

(u) One thousand tickets winning five dollars in "Card 2;" and ten dollars in "Card 3" to win fifteen dollars;

(v) Six thousand tickets winning ten dollars in "Card 3" to win ten dollars;

(w)Sixteen thousand tickets winning five dollars in "Card 2" to win five dollars; and

(x) Twenty thousand tickets winning three dollars in "Card 1" to win three dollars.

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game rule number five hundred eighty shall be accomplished in a manner which complies with the commission's rules and procedures.

(2) When a ticket issued in game rule number five hundred eighty is sold or deemed sold in accordance with this rule and the covering material over any of the numbers has been removed, the holder shall be deemed to have drawn the number on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number five hundred eighty in which the ticket was sold.

(H) Special claim, entry. Receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prizes which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words of other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not mechanically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price, or a replacement ticket of equal price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number five hundred eighty void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of equal price.

(J) Director's conduct of game rule number five hundred eighty.

(1) The director shall conduct game rule number five hundred eighty in a manner consistent with the Lottery Act, the rules of the commission, including without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number five hundred eighty. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2) Names and definitions of elements of game rule number five hundred eighty used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number five hundred eighty and these elements may be given names or titles chosen by the commission.
