3770:1-9-586               Game rule number five hundred eighty-six.

 

 

 

(A)Title and term. Ohio lottery commission game rule number five hundred eighty-six, "Holiday Lucky Times Ten," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number five hundred eighty-six.

 

(B)General design.

 

(1)Game rule number five hundred eighty-six is a key number match game with an instant win feature and a "Bonus" multiplying feature, and is generally known as an "instant lottery."

 

(2)Holders of valid tickets will remove the covering off the entire play area to reveal three "Lucky Numbers," ten "Your Holiday Numbers" and ten corresponding prize values. If any one or more of "Your Holiday Number(s)" matches one or more of the "Lucky Number(s)," the player wins the corresponding prize values shown below the matching "Your Holiday Number(s)." If the player reveals a "Star" symbol in any of the "Your Holiday Numbers" play spots, the player wins its corresponding prize value automatically. The player will then scratch the "Bonus" number play area under which a number will be revealed. The player will multiply the total prize amount won in the main play area by the "Bonus" number revealed to determine the total prize award. "Bonus" numbers may include the numbers one, two, three, four, five, seven and ten. If the player matches any one of "Your Holiday Numbers" to one of the "Lucky Numbers" or a "Star" symbol is revealed in any of the "Your Holiday Numbers" play spots and the corresponding prize value revealed is a "TPD" symbol, the player wins one thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") to win a two hundred fifty thousand dollar grand prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are ten chances to win on each ticket, and a player may win up to ten times on one ticket.

 

(3)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket or the total of all winning prize values multiplied by any applicable "Bonus" factor: five dollars, ten dollars, twenty dollars, thirty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, five thousand dollars and two hundred fifty thousand dollars. Each ticket in game rule number five hundred eighty-six shall be imprinted in such a way that prize awards from the set listed above

 

 

 

may be won.

(C) Price of tickets. The price of a ticket issued by the commission in game rule number five hundred eighty-six shall be five dollars.

(D)Structure, nature and value of prize awards.

(1) There shall be two types of prizes in game rule number five hundred eighty-six, a "regular prize award" and a "TPD" prize award.

(2) The only "prize values" which shall appear on a ticket in game rule number five hundred eighty-six are: one dollar, two dollars, five dollars, ten dollars, twenty dollars, thirty-five dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, two hundred fifty dollars, five hundred dollars, the "TPD" symbol corresponding to a prize value of one thousand dollars, two thousand dollars, five thousand dollars and two hundred fifty thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number five hundred eighty-six shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

(a) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for five dollars once with a multiplying "Bonus" number of one shall win a regular prize award of five dollars;

(b) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for one dollar once with a multiplying "Bonus" number of five shall win a regular prize award of five dollars;

(c) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Holiday Numbers," or a "Star" symbol is revealed in five of the "Your Holiday Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for one dollar five times with a multiplying "Bonus" number of one shall win a regular prize award of five dollars;

(d)Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for ten dollars once with a multiplying "Bonus" number of one shall win a regular prize award of ten dollars;

(e) Holder of a valid winning ticket on which one or more of the "Lucky

Numbers" are matched by three of "Your Holiday Numbers," or  a "Star" symbol is revealed in three of the "Your Holiday Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for one dollar once and two dollars two times with a multiplying "Bonus" number of two shall win a regular prize award of ten dollars;

(f)Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for one dollar once with a multiplying "Bonus" number of ten shall win a regular prize award of ten dollars;

(g) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for one dollar ten times with a multiplying "Bonus" number of one shall win a regular prize award of ten dollars;

(h) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for twenty dollars once with a multiplying "Bonus" number of one shall win a regular prize award of twenty dollars;

(i) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for ten dollars once with a multiplying "Bonus" number of two shall win a regular prize award of twenty dollars;

(j) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for two dollars ten times with a multiplying "Bonus" number of one shall win a regular prize award of twenty dollars;

(k) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Holiday Numbers," or a "Star" symbol is revealed in two of the "Your Holiday Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars two times with a multiplying "Bonus" number of one shall win a regular prize award of twenty dollars;

(l) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by six of "Your Holiday Numbers," or a "Star" symbol is revealed in six of the "Your Holiday Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for one dollar five times and five dollars once with a multiplying "Bonus" number of two shall win a regular prize award of twenty dollars;

(m) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for five dollars once with a multiplying "Bonus" number of four shall win a regular prize award of twenty dollars;

(n) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Holiday Numbers," or a "Star" symbol is revealed in four of the "Your Holiday Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for one dollar four times with a multiplying "Bonus" number of five shall win a regular prize award of twenty dollars;

(o) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Holiday Numbers," or a "Star" symbol is revealed in two of the "Your Holiday Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for one dollar two times with a multiplying "Bonus" number of ten shall win a regular prize award of twenty dollars;

(p) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for thirty-five dollars once with a multiplying "Bonus" number of one shall win a regular prize award of thirty-five dollars;

(q) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Holiday Numbers," or a "Star" symbol is revealed in five of the "Your Holiday Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for one dollar five times with a multiplying "Bonus" number of seven shall win a regular prize award of thirty-five dollars;

(r) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for fifty dollars once with a multiplying "Bonus" number of one shall win a

regular prize award of fifty dollars;

(s) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for ten dollars once with a multiplying "Bonus" number of five shall win a regular prize award of fifty dollars;

(t)Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for five dollars once with a multiplying "Bonus" number of ten shall win a regular prize award of fifty dollars;

(u) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by six of "Your Holiday Numbers," or a "Star" symbol is revealed in six of the "Your Holiday Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for one dollar five times and five dollars once with a multiplying "Bonus" number of five shall win a regular prize award of fifty dollars;

(v) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by eight of "Your Holiday Numbers," or  a "Star" symbol is revealed in eight of the "Your Holiday Numbers" play spots, or any combination of eight matched numbers or "Star" symbols are revealed for five dollars six times and ten dollars two times with a multiplying "Bonus" number of one shall win a regular prize award of fifty dollars;

(w)Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for five dollars ten times with a multiplying "Bonus" number of one shall win a regular prize award of fifty dollars;

(x) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Holiday Numbers," or a "Star" symbol is revealed in five of the "Your Holiday Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for two dollars five times with a multiplying "Bonus" number of five shall win a regular prize award of fifty dollars;

(y) Holder of a valid winning ticket on which one or more of the "Lucky Numbers"  are  matched  by  three  of  "Your  Holiday  Numbers,"  or  a

"Star" symbol is revealed in three of the "Your Holiday Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars once and ten dollars two times with a multiplying "Bonus" number of three shall win a regular prize award of seventy-five dollars;

(z) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by six of "Your Holiday Numbers," or a "Star" symbol is revealed in six of the "Your Holiday Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for five dollars once, ten dollars three times and twenty dollars two times with a multiplying "Bonus" number of one shall win a regular prize award of seventy-five dollars;

(aa) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for fifty dollars once with a multiplying "Bonus" number of two shall win a regular prize award of one hundred dollars;

(bb) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Holiday Numbers," or a "Star" symbol is revealed in two of the "Your Holiday Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars two times with a multiplying "Bonus" number of five shall win a regular prize award of one hundred dollars;

(cc) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Holiday Numbers," or a "Star" symbol is revealed in five of the "Your Holiday Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for twenty dollars five times with a multiplying "Bonus" number of one shall win a regular prize award of one hundred dollars;

(dd) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by six of "Your Holiday Numbers," or a "Star" symbol is revealed in six of the "Your Holiday Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for one dollar five times and five dollars once with a multiplying "Bonus" number of ten shall win a regular prize award of one hundred dollars;

(ee) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play  spots,  or  any  combination  of  ten  matched  numbers  or  "Star"

symbols are revealed for one dollar ten times with a multiplying "Bonus" number of ten shall win a regular prize award of one hundred dollars;

(ff) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for two dollars ten times with a multiplying "Bonus" number of five shall win a regular prize award of one hundred dollars;

(gg) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Holiday Numbers," or a "Star" symbol is revealed in four of the "Your Holiday Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for ten dollars three times and twenty dollars once with a multiplying "Bonus" number of two shall win a regular prize award of one hundred dollars;

(hh) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for ten dollars ten times with a multiplying "Bonus" number of one shall win a regular prize award of one hundred dollars;

(ii) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for fifty dollars once with a multiplying "Bonus" number of ten shall win a regular prize award of five hundred dollars;

(jj) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by eight of "Your Holiday Numbers," or  a "Star" symbol is revealed in eight of the "Your Holiday Numbers" play spots, or any combination of eight matched numbers or "Star" symbols are revealed for twenty dollars five times and fifty dollars three times with a multiplying "Bonus" number of two shall win a regular prize award of five hundred dollars;

(kk) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by eight of "Your Holiday Numbers," or  a "Star" symbol is revealed in eight of the "Your Holiday Numbers" play spots, or any combination of eight matched numbers or "Star" symbols

are revealed for ten dollars once, twenty dollars two times, fifty dollars once and one hundred dollars four times with a multiplying "Bonus" number of one shall win a regular prize award of five hundred dollars;

(ll) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for five hundred dollars once with a multiplying "Bonus" number of one shall win a regular prize award of five hundred dollars;

(mm) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for five dollars ten times with a multiplying "Bonus" number of ten shall win a regular prize award of five hundred dollars;

(nn) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Holiday Numbers," or a "Star" symbol is revealed in five of the "Your Holiday Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for ten dollars five times with a multiplying "Bonus" number of ten shall win a regular prize award of five hundred dollars;

(oo) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for ten dollars ten times with a multiplying "Bonus" number of five shall win a regular prize award of five hundred dollars;

(pp) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots and a "TPD" prize symbol is revealed for one thousand dollars shall win a regular prize award of one thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win two hundred fifty thousand dollars;

(qq) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for five hundred dollars once with a multiplying "Bonus" number of four shall win a regular prize award of two thousand dollars;

(rr) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by four of "Your Holiday Numbers," or a "Star" symbol is revealed in four of the "Your Holiday Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for twenty dollars once, forty dollars two times and one hundred dollars once with a multiplying "Bonus" number of ten shall win a regular prize award of two thousand dollars;

(ss) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by two of "Your Holiday Numbers," or a "Star" symbol is revealed in two of the "Your Holiday Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for two hundred dollars two times with a multiplying "Bonus" number of five shall win a regular prize award of two thousand dollars;

(tt) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for two thousand dollars once with a multiplying "Bonus" number of one shall win a regular prize award of two thousand dollars;

(uu) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for twenty dollars ten times with a multiplying "Bonus" number of ten shall win a regular prize award of two thousand dollars;

(vv) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for two hundred dollars ten times with a multiplying "Bonus" number of one shall win a regular prize award of two thousand dollars;

(ww) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for five hundred dollars once with a multiplying "Bonus" number of ten shall win a regular prize award of five thousand dollars;

(xx) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by nine of "Your Holiday Numbers," or a "Star"

symbol is revealed in nine of the "Your Holiday Numbers" play spots, or any combination of nine matched numbers or "Star" symbols are revealed for two hundred fifty dollars eight times and five hundred dollars once with a multiplying "Bonus" number of two shall win a regular prize award of five thousand dollars;

(yy) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for five hundred dollars ten times with a multiplying "Bonus" number of one shall win a regular prize award of five thousand dollars;

(zz) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for five thousand dollars once with a multiplying "Bonus" number of one shall win a regular prize award of five thousand dollars;

(aaa) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by all ten of "Your Holiday Numbers," or a "Star" symbol is revealed in all ten of the "Your Holiday Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for one hundred dollars ten times with a multiplying "Bonus" number of five shall win a regular prize award of five thousand dollars;

(bbb) Holder of a valid winning ticket on which one or more of the "Lucky Numbers" are matched by five of "Your Holiday Numbers," or a "Star" symbol is revealed in five of the "Your Holiday Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for one hundred dollars five times with a multiplying "Bonus" number of ten shall win a regular prize award of five thousand dollars; and

(ccc) Holder of a valid winning ticket on which one of the "Lucky Numbers" is matched by one of "Your Holiday Numbers" or a "Star" symbol is revealed in one of the "Your Holiday Numbers" play spots for two hundred fifty thousand dollars once with a multiplying "Bonus" number of one shall win a regular prize award of two hundred fifty thousand dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number five hundred eighty-six will depend upon the number of tickets sold during that  cycle.  However,  distribution  and  availability  for  public  purchase  may  be

affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:

(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2) Mathematical reasoning indicates that the number of winning tickets per seven million tickets sold in the following prize categories should be as follows

(a) Three tickets matching numbers or revealing a "Star" symbol for two hundred fifty thousand dollars once with a multiplying "Bonus" number of one to win two hundred fifty thousand dollars;

(b) Four tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one hundred dollars five times with a multiplying "Bonus" number of ten to win five thousand dollars;

(c) Four tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one hundred dollars ten times with a multiplying "Bonus" number of five to win five thousand dollars;

(d)Four tickets matching numbers or revealing a "Star" symbol for five thousand dollars once with a multiplying "Bonus" number of one to win five thousand dollars;

(e) Four tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five hundred dollars ten times with a multiplying "Bonus" number of one to win five thousand dollars;

(f)Five tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two hundred fifty dollars eight times and five hundred dollars once with a multiplying "Bonus" number of two to win five thousand dollars;

(g) Five tickets matching numbers or revealing a "Star" symbol for five hundred dollars once with a multiplying "Bonus" number of ten to win five thousand dollars;

(h) Ten tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two hundred dollars ten times with a multiplying "Bonus" number of one to win two thousand dollars;

(i) Ten tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty dollars ten times with a multiplying "Bonus" number of ten to win two thousand dollars;

(j) Ten tickets matching numbers or revealing a "Star" symbol for two thousand dollars once with a multiplying "Bonus" number of one to win two thousand dollars;

(k) Ten tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two hundred dollars two times with a multiplying "Bonus" number of five to win two thousand dollars;

(l) Ten tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty dollars once, forty dollars two times and one hundred dollars once with a multiplying "Bonus" number of ten to win two thousand dollars; and

(m) Ten tickets matching numbers or revealing a "Star" symbol for five hundred dollars once with a multiplying "Bonus" number of four to win two thousand dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a) One ticket matching numbers or revealing a "Star" symbol for one thousand dollars by winning and revealing the "TPD" prize symbol, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win two hundred fifty thousand dollars;;

(b) Two tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars ten times with a multiplying "Bonus" number of five to win five hundred dollars;

(c) Two tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars five times with a multiplying "Bonus" number of ten to win five hundred dollars;

(d)Four tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars ten times with a multiplying "Bonus" number of ten to win five hundred dollars;

(e) Four tickets matching numbers or revealing a "Star" symbol for five hundred dollars once with a multiplying "Bonus" number of one to win five hundred dollars;

(f)Four tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars once, twenty dollars two times, fifty dollars once and one hundred dollars four times with a multiplying

"Bonus" number of one to win five hundred dollars;

(g) Four tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty dollars five times and fifty dollars three times with a multiplying "Bonus" number of two to win five hundred dollars;

(h) Five tickets matching numbers or revealing a "Star" symbol for fifty dollars once with a multiplying "Bonus" number of ten to win five hundred dollars;

(i) Twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars ten times with a multiplying "Bonus" number of one to win one hundred dollars;

(j) Twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars three times and twenty dollars once with a multiplying "Bonus" number of two to win one hundred dollars;

(k) Twenty-five tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars ten times with a multiplying "Bonus" number of five to win one hundred dollars;

(l) Twenty-five tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar ten times with a multiplying "Bonus" number of ten to win one hundred dollars;

(m) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar five times and five dollars once with a multiplying "Bonus" number of ten to win one hundred dollars;

(n) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty dollars five times with a multiplying "Bonus" number of one to win one hundred dollars;

(o) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars two times with a multiplying "Bonus" number of five to win one hundred dollars;

(p) Fifty tickets matching numbers or revealing a "Star" symbol for fifty dollars once with a multiplying "Bonus" number of two to win one hundred dollars;

(q) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once, ten dollars three times and twenty dollars two times with a multiplying "Bonus" number of one to win seventy-five dollars;

(r) One hundred twenty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and ten dollars two times with a multiplying "Bonus" number of three to win seventy-five dollars;

(s) Two hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars five times with a multiplying "Bonus" number of five to win fifty dollars;

(t)Two hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars ten times with a multiplying "Bonus" number of one to win fifty dollars;

(u) Two hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars six times and ten dollars two times with a multiplying "Bonus" number of one to win fifty dollars;

(v) Two hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar five times and five dollars once with a multiplying "Bonus" number of five to win fifty dollars;

(w)Two hundred tickets matching numbers or revealing a "Star" symbol for five dollars once with a multiplying "Bonus" number of ten to win fifty dollars;

(x) Two hundred tickets matching numbers or revealing a "Star" symbol for ten dollars once with a multiplying "Bonus" number of five to win fifty dollars;

(y) Three hundred tickets matching numbers or revealing a "Star" symbol for fifty dollars once with a multiplying "Bonus" number of one to win fifty dollars;

(z) Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar five times with a multiplying "Bonus" number of seven to win thirty-five dollars;

(aa) Two thousand tickets matching numbers or revealing a "Star" symbol for thirty-five dollars once with a multiplying "Bonus" number of one to win thirty-five dollars;

(bb) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar two times with a multiplying "Bonus" number of ten to win twenty dollars;

(cc) One thousand tickets matching numbers or revealing "Star" symbols, or

any combination thereof, for one dollar four times with a multiplying "Bonus" number of five to win twenty dollars;

(dd) One thousand tickets matching numbers or revealing a "Star" symbol for five dollars once with a multiplying "Bonus" number of four to win twenty dollars;

(ee) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar five times and five dollars once with a multiplying "Bonus" number of two to win twenty dollars;

(ff) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars two times with a multiplying "Bonus" number of one to win twenty dollars;

(gg) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two dollars ten times with a multiplying "Bonus" number of one to win twenty dollars;

(hh) One thousand tickets matching numbers or revealing a "Star" symbol for ten dollars once with a multiplying "Bonus" number of two to win twenty dollars;

(ii) One thousand tickets matching numbers or revealing a "Star" symbol for twenty dollars once with a multiplying "Bonus" number of one to win twenty dollars;

(jj) Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar ten times with a multiplying "Bonus" number of one to win ten dollars;

(kk) Two thousand tickets matching numbers or revealing a "Star" symbol for one dollar once with a multiplying "Bonus" number of ten to win ten dollars;

(ll) Two thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar once and two dollars two times with a multiplying "Bonus" number of two to win ten dollars;

(mm) Two thousand tickets matching numbers or revealing a "Star" symbol for ten dollars once with a multiplying "Bonus" number of one to win ten dollars;

(nn) Four thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one dollar five times with a multiplying "Bonus" number of one to win five dollars;

(oo) Eight thousand tickets matching numbers or revealing a "Star" symbol for one dollar once with a multiplying "Bonus" number of five to win five dollars; and

(pp) Sixteen thousand tickets matching numbers or revealing a "Star" symbol for five dollars once with a multiplying "Bonus" number of one to win five dollars.

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game rule number five hundred eighty-six shall be accomplished in a manner, which complies with the commission's rules and procedures.

(2) When a ticket issued in game rule number five hundred eighty-six is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number five hundred eighty-six in which the ticket was sold.

(3) The Top Prize Drawing to award one grand prize of two hundred fifty thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-01 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.

(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words or other numbers

on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number five hundred eighty-six void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

(J) Director's conduct of game rule number five hundred eighty-six.

(1) The director shall conduct game rule number five hundred eighty-six in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number five hundred eighty-six. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2) Names and definitions of elements of game rule number five hundred eighty-six used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number five hundred eighty-six and these elements may be given names or titles chosen by the commission.
