    NOTICE OF PUBLIC HEARING OHIO DEPARTMENT OF PUBLIC SAFETY

    The Ohio Department of Public Safety, Bureau of Motor Vehicles, will conduct a public hearing for the purpose of soliciting comments on the following proposed actions to Chapters 4501:1-7 "Vehicle Registration" and 4501-27 "License Plates" of the Ohio Administrative Code. These rules are being filed to implement statutory provisions set forth in Senate Bill 51 of the 130th General Assembly that: permit the issuance of multi-year and permanent license plates to certain classes of motor vehicles; permit persons who are replacing their motor vehicle license plates to retain the distinctive standard numbers and letters assigned to their current license plates; and set forth alternative materials for the manufacture of Ohio motor vehicle license plates.

     

    Proposed for amendment:

     

    4501:1-7-09 (Biennial registration) sets forth the conditions to allow an applicant to purchase a motor vehicle registration for multiple years. Proposed amendments retitle the rule to "Multi-year and permanent registrations" and provide for registration periods of (5) years for certain motor vehicles and up to eight years (permanent) for trailers or semi-trailers.

     

    4501-27-01 (License plate specifications) sets forth the specifications for the production and manufacture of Ohio motor vehicle license plates. Proposed amendments add specifications for aluminum that may be used in addition to galvanized steel to produce license plates.

     

    4501-27-07 (Specifications for validation stickers) identifies all the specifications (production, use, materials, design, etc.) required for the validation stickers that are affixed to motor vehicle license plates. Proposed amendments specify that the Director of Public Safety designates the colors and design of license plate validation stickers for the permanent license plates issued for certain classes of motor vehicles.

     

    Proposed for adoption:

     

    4501:1-7-10 (Retention of standard license plate letters and numbers) sets forth provisions for persons who are replacing their motor vehicle license plates to retain the distinctive standard numbers and letters assigned to their current license plates.

     

    Any persons affected by the proposed rules may appear at the hearing and be heard in person, or by an attorney, or both, or may present their position, argument, or contention in writing. Persons may offer and examine witnesses and present evidence to show that the proposed rules will be unreasonable or unlawful if enacted.
