    5101:9-6-09                 Food stamp employment and training (FSET) allocations.

     

     

     

    (A)FSET allocations are issued on a state fiscal year (SFY) basis, July first through June thirtieth.

     

    (B)The FSET allocation reimburses the county for costs associated with the assessment and assignment of persons receiving food stamps to a FSET program component.

     

    (1)The FSET allocation consists of one hundred per cent federal funds.

     

    (2)The methodology used to distribute available funds for this allocation is as contained in paragraph (I) of rule 5101:9-6-03 of the Administrative Code. The allocation for SFY 2002 is pro-rated.

     

    (3)Expenditures which may be properly charged against this allocation include administrative, direct delivery, contracted, and purchased services costs for the FSET program as detailed in rules 5101:4-3-29 to 5101:4-3-38 of the Administrative Code.

     

    (4)Allocation redistribution is pursuant to rule 5101:9-6-02 of the Administrative Code. Any county expenditures remaining are redistributed as follows.

     

    (a) Excess expenditures are applied to the IM control allocation as contained in rule 5101:9-6-05 of the Administrative Code or the consolidated funding allocation as contained in rule 5101:9-6-03 of the Administrative Code, whichever is applicable, as the state match.

     

    (b) Excess expenditures are then subject to federal food stamp dollars at a match rate of fifty per cent. The fifty per cent match rate reimbursement is passed through to the county quarterly.

     

    (C)The FSET pass through allocation allows the county to access federal pass through funds to expand services to FSET participants.

     

    (1)The FSET pass through allocation consists of federal funds. The county must provide local funds at a fifty per cent match rate for the nonfederal share. When the nonfederal share includes donated funds, rule 5101-7-50 of the Administrative Code must be followed.

     

    (2)This  allocation  is  distributed  to  participating  counties  based  on  proposals submitted to and approved by ODJFS.

     

    (3) Expenditures which can be properly charged against this allocation are FSET

    contract and purchased services as approved by ODJFS and the federal office of food and consumer services (FCS).

    (D)County agency expenditures must be reported on the JFS 02827 "Monthly Financial Statement" as described in rule 5101:9-10-29 of the Administrative Code.
