    NOTICE OF PUBLIC HEARING

    Notice is hereby given that the Board of Building Standards will convene for a public hearing in accordance with Chapter 119 of the Revised Code, at 10:00 A.M., Friday, October 31, 2003, in Hearing Room #1, at 6606 Tussing Road, Reynoldsburg, Ohio. The purpose of the hearing is to consider rules of the Administrative Code identified as Amendments Group LXVI, proposed pursuant to Chapters 119, 3781, 3791, 4104, and 4105 of the Revised Code.

    Synopsis of the proposed rules:

    PART A

    Consider amending rule 4101:2-98-01 of the Administrative Code, Authorization of Industrialized Unit Manufacturers: to add or delete approved industrialized unit manufacturers authorized to manufacture approved units for placement in Ohio, and to reflect corrective changes to the listing.

    Consider the following new and amended rules of the Ohio Building Code:

    4101:1-1-01 to remove the references to pressure piping rules proposed to be rescinded; 4101:1-1-03 to add medical gas and power piping as two additional optional building department enforcement categories, to expand the duties of the mechanical inspector to include mechanical piping, to add medical gas piping inspector as a new optional building department personnel certification; 4101:1-1-05 to relocate the piping exemptions and to include piping systems in the annual approval process; 4101:1-1-06 to clarify what type of information is required to be shown on piping system construction documents; 4101:1-1-07 to correct a reference to an incorrect section number;

    4101:1-1-08 to add fees for DIC's review of welding and brazing papers and to add fees for DIC's review and inspection of medical gas piping systems; 4101:1-1-10 to clarify procedure for issuing certificate of occupancy when more than one building official has jurisdiction; 4101:1-1-17 to revise the process and the fees associated with obtaining industrialized unit approvals; 4101:1-9-03.2.1.3 to add exemptions for Group A-3 sprinkler requirements.

    PART D

    Consider the following new and amended rules of the Ohio Mechanical Code:

    4101:2-3-01.3 to add a reference to the fire prevention code for the design of fuel gas systems and to reference a new welding a brazing section; 4101:2-3-13.1 to add a new section for the requirements for welding and brazing of piping systems; 4101:2-3-13.2 to require that a welding and brazing procedure specification be created for certain piping systems; 4101:2-3-13.3 to require that welding and brazing procedure qualification records be documented; 4101:2-3-13.4 to require that welders and brazers be qualified through testing; 4101:2-3-13.4.1 to require that welders and brazers be requalified every five years; 4101:2-3-13.5 to require welding and brazing forms to be submitted to DIC; 4101:2-3-13.6 to clarify that the superintendent of DIC is to cause the welding and brazing forms to be reviewed; 4101:2-3-

    13.6.1 to state the process for approval of the welding and brazing forms; 4101:2-3-13.6.2 to state the process for handling noncomplying welding and brazing forms; 4101:2-11-01.1 to remove the reference to the pressure piping rules that are proposed to be rescinded; 4101:2-11-07.1 to remove the reference to the pressure piping rules that are proposed to be rescinded; 4101:2-12-01.1 to modify the scope of chapter 12 to include power piping; 4101:2-12-10.1 to add a new section for power piping and add references to ASME B 31.1, B31.3, and B31.9; 4101:2-15-01.3 to add ASME B31 referenced standards.

    Consider the following new and amended rules of the Ohio Plumbing Code:

    4101:3-3-15.1 to add a new section for the requirements for welding and brazing of piping systems; 4101:3-3-15.2 to require that a welding and brazing procedure specification be created for certain piping systems; 4101:3-3-15.3 to require that welding and brazing procedure qualification records be documented; 4101:3-3-15.4 to require that welders and brazers be qualified through testing; 4101:3-3-

    Consider the following new Ohio Elevator Code rule:  4101:5-3-03 to add exemptions for special personnel service elevators in response to petition from Ohio AgriBusiness Association.

Envelopes shall be 9 x 12 with first class postage of $3.13 each.

    The full text of the proposed rules are filed electronically with the Secretary of State, the Legislative Service Commission, the Joint Committee on Agency Rule Review, the Department of Aging, the Small and Developing Business Division as required in sections 119.03 and 121.24 of the Revised Code. Additionally, the Clerks of the 88 County Commissioners are notified of the filings as required by statute.
