    4501-53-02                  Basic rider course.

     

     

     

    (A)The  BRC  curriculum  shall  be  approved  by  the  director  and  shall  include,  at  a minimum, the following topics:

     

    (1) A classroom portion that covers the following:

     

    (a) Course introduction;

     

    (b) Introduction to motorcycling;

     

    (c) Preparing to ride;

     

    (d)Street strategies

     

    (e) Knowledge test;

     

    (f)Wrap-up.

     

    (2) A range portion that covers the following:

     

    (a) Motorcycle familiarization;

     

    (b) Using the friction zone;

     

    (c) Starting and stopping drill;

     

    (d)Shifting and stopping;

     

    (e) Adjusting speed and turning;

     

    (f)Control-skills practice;

     

    (g) Cornering;

     

    (h) Matching gears to speed;

     

    (i) Stopping quickly;

     

    (j) Limited-space maneuvers;

     

    (k) Pressing to initiate lean;

     

    (l) Cornering judgment;

     

    (m) Negotiating curves;

     

    (n) Stopping quickly in a curve;

     

     

     

    (o) Obstacles and lane changes;

    (p) Avoiding hazards;

    (q) Skills practice;

    (r) Skill test.

    (B)The BRC course shall have the following instructor to student ratio:

    (1) Classroom - one instructor may teach a maximum of twenty four registered students;

    (2) Range - one instructor may instruct no fewer than two students nor more than seven students on motorcycles. Two instructors shall instruct no more than twelve students on motorcycles;

    (3) The maximum capacity for on-cycle instruction is twelve students.

    (C) Students successfully completing the BRC shall be issued a completion card for the purpose of waiving the on-cycle skill test, as set forth in section 4507.11 of the Revised Code.

    (D) The BRC course shall use training motorcycles that are 100cc to 500cc engine displacement.

    (E) Each provider shall submit to the department, on a form prescribed by the director, the following information:

    (1) The number of each completion card sent to the provider and the disposition of each card, including whether a card is issued, lost, stolen, or void;

    (2) The name of each student receiving a completion card, the number of such card, and the date the card was issued.

    (F) Within sixty days of completing the BRC course, each provider must submit to the department a student report form, in a format prescribed by the director, containing the following:

    (1) Provider name and address;

    (2) Name of authorizing official and site coordinator, if applicable;

    (3) Signature of authorizing official;

    (4) Instructor names;

    (5) Class type;

    (6) Student information, including name, address, date of birth, driver's license number, and sex;

    (7) Each student's score on the knowledge test and skill test;

    (8) Each student's status code, listed as pass or fail;

    (9) The completion card number for each student passing the course.
