    NOTICE OF PUBLIC HEARING

    Notice is hereby given that the Board of Building Standards will convene for a public hearing in accordance with Chapter 119 of the Revised Code, at 10:00 A.M., Friday, November 4, 2005, in Hearing Room #1, at 6606 Tussing Road, Reynoldsburg, Ohio. The purpose of the hearing is to consider rules of the Administrative Code, identified as Amendments Group LXXII of the Ohio Building Codes, proposed pursuant to Chapters 119, 3781, 3791, 4104, and 4105 of the Revised Code.

    Synopsis of the proposed rules:

    PART A

    Consider the following amended rule of the Administrative Code: 4101:2-98-01 to update the Authorization of Industrialized Unit Manufacturers list.

    Consider the following new and amended rules of the Ohio Building Code: 4101:1-1-02 to remove the two year rule; 4101:1-4-15.6 to delete the requirements for smoke/heat vents in H occupancies; 4101:1-9-09.4.6 to allow for an alternate method of determining duration of operation of a smoke control system; 4101:1-9-09.8.1 to allow smoke layer interface to be lower and to eliminate the prescribed 200 fpm makeup air requirement; 4101:1-9-09.8.3 to delete the section consistent with the 2004 IBC Supplement; 4101:1-9-09.8.4 to delete the section consistent with the 2004 IBC Supplement; 4101:1-9-09.9 to eliminate the prescribed design fire size and allow the design professional to determine design fire size based upon rational analysis; 4101:1-9-10.1 to allow the elimination of smoke/heat vents if ESFR sprinklers are installed; 4101:1-9-10.2.2 to delete the requirements for smoke/heat vents in H occupancies; 4101:1-9-10.3 to address vent area/floor area ration when draft curtains are not required because of ESFR sprinkler use; 4101:1-35-01.3 to add adoption of TIA 05-2 to NFPA 70-05.

    Consider the following new and amended rules of the Ohio Mechanical Code:  4101:2-4-03.2 in response to petition to update to the 2004 editions of ASHRAE 62.1 and 62.2; 4101:2-4-03.3 in response to petition to update to the 2004 editions of ASHRAE 62.1 and 62.2; 4101:2-5-13.4.6 to allow for an alternate method of determining duration of operation of a smoke control system; 4101:2-5-13.8.1 to allow smoke layer interface to be lower and to eliminate the prescribed 200 fpm makeup air requirement; 4101:2-5-13.8.3 to delete the section consistent with the 2004 IBC Supplement; 4101:2-5-13.8.4 to delete the section consistent with the 2004 IBC Supplement; 4101:2-5-13.9 to eliminate the prescribed design fire size and allow the design professional to determine design fire size based upon rational analysis;4101:2-6-03.6 to correct a typo to a referenced section; 4101:2-15-01.3 in response to petition to update to the 2004 editions of ASHRAE 62.1 and 62.2.

    PART E

    Consider the following new and amended rules of the Ohio Plumbing Code: 4101:3-4-19.1 in response to petition to recognize waterless urinals; 4101:3-7-09.1 in response to petition to recognize waterless urinals; 4101:3-13-02 to add ANSI Z124.9 in response to petition to recognize waterless urinals.

    Requested copies will be mailed when a pre-addressed, stamped envelope is furnished to the Board's office. Envelopes shall be 9 x 12 with first class postage of $2.44 each.

    The full text of the proposed rules are filed electronically with the Secretary of State, the Legislative Service Commission, the Joint Committee on Agency Rule Review, the Department of Aging, the Small and Developing Business Division as required in sections 119.03 and 121.24 of the Revised Code. Additionally, the Clerks of the 88 County Commissioners are notified of the filings as required by statute.
