The department of health shall include in its contract with WIC program subrecipient agencies provisions requiring WIC clinics to promote the use of technology-based resources, such as mobile telephone or text messaging applications, to offer tips on having a healthy pregnancy and healthy baby to WIC participants who are pregnant, or have an infant who is less than one year of age.
