3770:1-9-194. Game rule number one hundred ninety-four
-
(A) Title and term. Ohio lottery commission game rule number one hundred ninety-four, "Bingo and Diamonds," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number one hundred ninety-four.
(B) General design.
(1) Game rule number one hundred ninety-four is an extended play game and is generally known as an "instant lottery."
(2) Holders of a valid ticket will reveal the covering over the "Caller's Card" play area to reveal twenty-five "Call Numbers." The holder of a valid ticket will have a ticket containing four separate Bingo cards (Cards 1, 2, 3, and 4) and each card will have twenty-three numbered spaces and one "Free" space in the center. The numbers and "Free" space will be contained within five columns under the letters "B," "I," "N," "G" and "O." The "Free" space will be located in the center of the bingo card under the "N" column. Each of the "Call Numbers" will consist of a letter (B, I, N, G or O) and a number. The player wins if the "Call Numbers" that are revealed on the ticket match the numbers in the spaces on the Bingo cards to form any of the following: a horizontal, vertical or diagonal line including five matched numbers, four matched numbers with the "Free" space, two complete diagonal lines forming an "X" pattern including eight matched numbers and the "Free" space in the middle, or matching numbers in all four corners. Each card will contain "Diamond" symbols. The player will win a prize if four or more "Diamond" symbols are uncovered. Each card on each ticket is played separately. The player may win a prize for each of the four cards on a ticket. The player may only win the highest winning prize on each card.
(3) As used in this rule, "prize value" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: two dollars, five dollars, ten dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, and ten thousand dollars. Each ticket in game rule number one hundred ninety-four shall be imprinted in such a way that prize awards from the set listed above may be won.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number one hundred ninety-four shall be two dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one type of prize in game rule number one hundred ninety-four called a "regular prize award."
(2) The only "prize award" which shall appear on a ticket in game rule number one hundred ninety-four are as follows: two dollars, three dollars, four dollars, five dollars, ten dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, and ten thousand dollars.
(a) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 1" for two dollars once shall win a regular prize award of two dollars;
(b) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 2" for two dollars once shall win a regular prize award of two dollars;
(c) Holder of a valid winning ticket on which four "Diamond" symbols are uncovered by matching the "Call Numbers" for two dollars shall win a regular prize award of two dollars;
(d) Holder of a valid winning ticket on which five "Diamond" symbols are uncovered by matching the "Call Numbers" for three dollars shall win a regular prize award of three dollars;
(e) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 1" for two dollars once and on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 2" for two dollars once shall win a regular prize award of four dollars;
(f) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 2" for two dollars once and on which four "Diamond" symbols are uncovered by matching the "Call Numbers" for two dollars shall win a regular prize award of four dollars;
(g) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 1" for two dollars once and on which four "Diamond" symbols are uncovered by matching the "Call Numbers" for two dollars shall win a regular prize award of four dollars;
(h) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 3" for five dollars once shall win a regular prize award of five dollars;
(i) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 1" for two dollars once and on which five "Diamond" symbols are uncovered by matching the "Call Numbers" for three dollars shall win a regular prize award of five dollars;
(j) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 3" for two dollars once and on which five "Diamond" symbols are uncovered by matching the "Call Numbers" for three dollars shall win a regular prize award of five dollars;
(k) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 4" for ten dollars once shall win a regular prize award of ten dollars;
(l) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 1" for two dollars once, on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 3" for five dollars once, and on which five "Diamond" symbols are uncovered by matching the "Call Numbers" for three dollars shall win a regular prize award of ten dollars;
(m) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 3" for five dollars once and on which six "Diamond" symbols are uncovered by matching the "Call Numbers" for five dollars shall win a regular prize award of ten dollars;
(n) Holder of a valid winning ticket on which seven "Diamond" symbols are uncovered by matching the "Call Numbers" for ten dollars shall win a regular prize award of ten dollars;
(o) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 3" for five dollars once, on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 4" for ten dollars once, and on which six "Diamond" symbols are uncovered by matching the "Call Numbers" for five dollars" shall win a regular prize award of twenty dollars;
(p) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 4" for ten dollars once and on which seven "Diamond" symbols are uncovered by matching the "Call Numbers"for ten dollars shall win a regular prize award of twenty dollars;
(q) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Call Numbers" to the four corner spaces for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(r) Holder of a valid winning ticket on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 3" for five dollars once, on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 4" for ten dollars once, and on which seven "Diamond" symbols are uncovered by matching the "Call Numbers" for ten dollars shall win a regular prize award of twenty-seven dollars;
(s) Holder of a valid winning ticket on which eight "Diamond" symbols are uncovered by matching the "Call Numbers" for twenty-five dollars shall win a regular prize award of twenty-five dollars;
(t) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Call Numbers" to the four corner spaces for twenty-five dollars once, on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 3" for five dollars once, on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 4" for ten dollars once, and on which seven "Diamond" symbols are uncovered by matching the "Call Numbers" for ten dollars and shall win a regular prize award of fifty dollars;
(u) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Call Numbers" to the four corner spaces for twenty-five dollars once and on which eight "Diamond" symbols are uncovered by matching the "Call Numbers" for twenty-five dollars shall win a regular prize award of fifty dollars;
(v) Holder of a valid winning ticket on which nine "Diamond" symbols are uncovered by matching the "Call Numbers" to the corresponding number on any "Card" for fifty dollars shall win a regular prize award of fifty dollars;
(w) Holder of a valid winning ticket on which the four corners of "Card 2" are matched by matching the "Call Numbers" to the four corner spaces for fifty dollars once shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket on which the four corners of "Card 3" are matched by matching the "Call Numbers" to the four corner spaces for one hundred dollars once shall win a regular prize award of one hundred dollars;
(y) Holder of a valid winning ticket on which ten "Diamond" symbols are uncovered by matching the "Call Numbers" for one hundred dollars shall win a regular prize award of one hundred dollars;
(z) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Call Numbers" to the four corner spaces for twenty-five dollars once, on which the four corners of "Card 2" are matched by matching the "Call Numbers" to the four corner spaces for fifty dollars once, and on which eight "Diamond" symbols are uncovered by matching the "Call Numbers" for twenty-five dollars shall win a regular prize award of one hundred dollars;
(aa) Holder of a valid winning ticket on which the four corners of "Card 1" are matched by matching the "Call Numbers" to the four corner spaces for twenty-five dollars once, on which the four corners of "Card 2" are matched by matching the "Call Numbers" to the four corner spaces for fifty dollars once, on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 3" for five dollars once, on which a horizontal, vertical or diagonal line is formed by matching the "Call Numbers" to four spaces and the "Free" space, or matching the "Call Numbers" to five spaces on "Card 4" for ten dollars once, and on which seven "Diamond" symbols are uncovered by matching the "Call Numbers" for ten dollars shall win a regular prize award of one hundred dollars;
(bb) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Call Numbers" to eight spaces and the "Free" space on "Card 1" for one hundred dollars once shall win a regular prize award of one hundred dollars;
(cc) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Call Numbers" to eight spaces and the "Free" space on "Card 1" for one hundred dollars once and on which the four corners of "Card 3" are matched by matching the "Call Numbers" to the four corner spaces for one hundred dollars once shall win a regular prize award of two hundred dollars;
(dd) Holder of a valid winning ticket on which the four corners of "Card 4" are matched by matching the "Call Numbers" to four spaces for five hundred dollars once shall win a regular prize award of five hundred dollars;
(ee) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Call Numbers" to eight spaces and the "Free" space on "Card 2" for five hundred dollars once shall win a regular prize award of five hundred dollars;
(ff) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Call Numbers" to eight spaces and the "Free" space on "Card 2" for five hundred dollars once and on which the four corners of "Card 4" are matched by matching the "Call Numbers" to the four corner spaces for five hundred dollars once shall win a regular prize award of one thousand dollars;
(gg) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Call Numbers" to eight spaces and the "Free" space on "Card 3" for one thousand dollars once shall win a regular prize award of one thousand dollars; and
(hh) Holder of a valid winning ticket on which two complete diagonal lines form an "X" pattern by matching the "Call Numbers" to eight spaces and the "Free" space on "Card 4" for ten thousand dollars once shall win a regular prize award of ten thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number one hundred ninety-four will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows:
(a) Twenty tickets with the winning prize combination as set forth in paragraph (D)(2)(hh) of this rule to win ten thousand dollars;
(b) Twelve tickets with the winning prize combination as set forth in paragraph (D)(2)(gg) of this rule to win one thousand dollars;
(c) Twelve tickets with the winning prize combination as set forth in paragraph (D)(2)(ff) of this rule to win one thousand dollars;
(d) Seventy-two tickets with the winning prize combination as set forth in paragraph (D)(2)(ee) of this rule to win five hundred dollars;
(e) Eighty-four tickets with the winning prize combination as set forth in paragraph (D)(2)(dd) of this rule to win five hundred dollars;
(f) Two hundred forty tickets with the winning prize combination as set forth in paragraph (D)(2)(cc) of this rule to win two hundred dollars;
(g) Six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(bb) of this rule to win one hundred dollars;
(h) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(aa) of this rule to win one hundred dollars;
(i) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(z) of this rule to win one hundred dollars;
(j) Six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(y) of this rule to win one hundred dollars;
(k) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(x) of this rule to win one hundred dollars;
(l) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(w) of this rule to win fifty dollars;
(m) One thousand two hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(v) of this rule to win fifty dollars;
(n) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(u) of this rule to win fifty dollars;
(o) One thousand eight hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(t) of this rule to win fifty dollars;
(p) Three thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(s) of this rule to win twenty-five dollars;
(q) Nine thousand six hundred sixty tickets with the winning prize combination as set forth in paragraph (D)(2)(r) of this rule to win twenty-five dollars;
(r) Nine thousand six hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(q) of this rule to win twenty-five dollars;
(s) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(p) of this rule to win twenty dollars;
(t) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(o) of this rule to win twenty dollars;
(u) Forty-five thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(n) of this rule to win ten dollars;
(v) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(m) of this rule to win ten dollars;
(w) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(l) of this rule to win ten dollars;
(x) Fifteen thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(k) of this rule to win ten dollars;
(y) Forty-five thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(j) of this rule to win five dollars;
(z) Forty-five thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(i) of this rule to win five dollars;
(aa) Thirty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(h) of this rule to win five dollars;
(bb) One hundred eighty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(g) of this rule to win four dollars;
(cc) One hundred eighty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(f) of this rule to win four dollars;
(dd) One hundred eighty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(e) of this rule to win four dollars;
(ee) One hundred eighty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(d) of this rule to win three dollars;
(ff) Sixty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(c) of this rule to win two dollars;
(gg) One hundred five thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(b) of this rule to win two dollars; and
(hh) One hundred five thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(a) of this rule to win two dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number one hundred ninety-four shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number one hundred ninety-four is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number one hundred ninety-four in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred ninety-four void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number one hundred ninety-four.
(1) The director shall conduct game rule number one hundred ninety-four in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred ninety-four. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number one hundred ninety-four used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred ninety-four and these elements may be given names or titles chosen by the commission.
