3770:1-9-222. Game rule number two hundred twenty-two
-
(A) Title and term. Ohio lottery commission game rule number two hundred twenty-two, "Snowball Bucks," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number two hundred twenty-two.
(B) General design.
(1) Game rule number two hundred twenty-two is a matching lines game and is generally known as an "instant lottery."
(2) The holder of a valid winning ticket will remove the entire covering over the "Winning Numbers" area to reveal seventeen numbers. The player will then scratch off each number in the "Game 1-3" area that matches the "Winning Numbers." In "Game 1" the player must match all three numbers to the "Winning Numbers" to win the corresponding prize. In "Game 2" the player must match all five numbers to the "Winning Numbers" to win three times the corresponding prize. In "Game 3" the player must match all seven numbers to the "Winning Numbers" to win five times the corresponding prize. There are three chances to win on each ticket, and a player may win up to three times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule number two hundred twenty-two are: one dollar, three dollars, five dollars, ten dollars, fifteen dollars, twenty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, five hundred dollars, one thousand dollars, five thousand dollars, ten thousand dollars and seventy-five thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number two hundred twenty-two shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number two hundred twenty-two shall be three dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be one types of prizes in game rule number two hundred twenty-two, a "regular prize award."
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket or the total of all winning prize values: three dollars, five dollars, ten dollars, fifteen dollars, twenty-five dollars, fifty dollars, seventy-five dollars, one hundred dollars, five hundred dollars, one thousand dollars, ten thousand dollars, thirty thousand dollars and seventy-five thousand dollars. Each ticket in game rule number two hundred twenty-two shall be imprinted in such a way that prize awards from the set listed above may be won.
(a) Holder of a valid winning ticket on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for one dollar times three shall win a regular prize award of three dollars;
(b) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for three dollars shall win a regular prize award of three dollars;
(c) Holder of a valid winning ticket on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for one dollar times five shall win a regular prize award of five dollars;
(d) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for five dollars shall win a regular prize award of five dollars;
(e) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for five dollars and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for one dollar times five shall win a regular prize award of ten dollars;
(f) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for one dollar and on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for three dollars times three shall win a regular prize award of ten dollars;
(g) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for ten dollars shall win a regular prize award of ten dollars;
(h) Holder of a valid winning ticket on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for five dollars times three shall win a regular prize award of fifteen dollars;
(i) Holder of a valid winning ticket on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for three dollars times five shall win a regular prize award of fifteen dollars;
(j) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for fifteen dollars shall win a regular prize award of fifteen dollars;
(k) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for ten dollars and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for three dollars times five shall win a regular prize award of twenty-five dollars;
(l) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for ten dollars and on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for five dollars times three shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for five dollars times five shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for twenty-five dollars shall win a regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for five dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for ten dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for three dollars times five shall win a regular prize award of fifty dollars;
(p) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for twenty-five dollars and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for five dollars times five shall win a regular prize award of fifty dollars;
(q) Holder of a valid winning ticket on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for ten dollars times five shall win a regular prize award of fifty dollars;
(r) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for fifty dollars shall win a regular prize award of fifty dollars;
(s) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for five dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for fifteen dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for five dollars times five shall win a regular prize award of seventy-five dollars;
(t) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for ten dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for five dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for ten dollars times five shall win a regular prize award of seventy-five dollars;
(u) Holder of a valid winning ticket on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for twenty-five dollars times three shall win a regular prize award of seventy-five dollars;
(v) Holder of a valid winning ticket on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for fifteen dollars times five shall win a regular prize award of seventy-five dollars;
(w) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for seventy-five dollars shall win a regular prize award of seventy-five dollars;
(x) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for ten dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for five dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for fifteen dollars times five shall win a regular prize award of one hundred dollars;
(y) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for five dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for fifteen dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for ten dollars times five shall win a regular prize award of one hundred dollars;
(z) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for twenty-five dollars and on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for twenty-five dollars times three shall win a regular prize award of one hundred dollars;
(aa) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for one hundred dollars shall win a regular prize award of one hundred dollars;
(bb) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for seventy-five dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for one hundred dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for twenty-five dollars times five shall win a regular prize award of five hundred dollars;
(cc) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for twenty-five dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for seventy-five dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for fifty dollars times five shall win a regular prize award of five hundred dollars;
(dd) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for fifty dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for twenty-five dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for seventy-five dollars times five shall win a regular prize award of five hundred dollars;
(ee) Holder of a valid winning ticket on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for one hundred dollars times five shall win a regular prize award of five hundred dollars;
(ff) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for five hundred dollars shall win a regular prize award of five hundred dollars;
(gg) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for five hundred dollars and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for one hundred dollars times five shall win a regular prize award of one thousand hundred dollars;
(hh) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for one thousand dollars shall win a regular prize award of one thousand dollars;
(ii) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for ten thousand dollars shall win a regular prize award of ten thousand dollars;
(jj) Holder of a valid winning ticket on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for ten thousand dollars times three shall win a regular prize award of thirty thousand dollars;
(kk) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for ten thousand dollars, on which five of the "Winning Numbers" match five of the corresponding numbers in "Game 2" for five thousand dollars times three and on which seven of the "Winning Numbers" match seven of the corresponding numbers in "Game 3" for ten thousand dollars times five shall win a regular prize award of seventy-five thousand dollars; and
(ll) Holder of a valid winning ticket on which three of the "Winning Numbers" match three of the corresponding numbers in "Game 1" for seventy-five thousand dollars shall win a regular prize award of seventy-five thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number two hundred twenty-two will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per five million tickets sold in the following prize categories should be as follows:
(a) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(ll) of this rule to win seventy-five thousand dollars;
(b) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(kk) of this rule to win seventy-five thousand dollars;
(c) Four tickets with the winning prize combination as set forth in paragraph (D)(2)(jj) of this rule to win thirty thousand dollars;
(d) Three tickets with the winning prize combination as set forth in paragraph (D)(2)(ii) of this rule to win ten thousand dollars;
(e) Five tickets with the winning prize combination as set forth in paragraph (D)(2)(hh) of this rule to win one thousand dollars;
(f) Seven tickets with the winning prize combination as set forth in paragraph (D)(2)(gg) of this rule to win one thousand dollars;
(g) Fifteen tickets with the winning prize combination as set forth in paragraph (D)(2)(ff) of this rule to win five hundred dollars;
(h) Fifteen tickets with the winning prize combination as set forth in paragraph (D)(2)(ee) of this rule to win five hundred dollars;
(i) Fifteen tickets with the winning prize combination as set forth in paragraph (D)(2)(dd) of this rule to win five hundred dollars;
(j) Fifteen tickets with the winning prize combination as set forth in paragraph (D)(2)(cc) of this rule to win five hundred dollars;
(k) Fifteen tickets with the winning prize combination as set forth in paragraph (D)(2)(bb) of this rule to win five hundred dollars;
(l) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(aa) of this rule to win one hundred dollars;
(m) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(z) of this rule to win one hundred dollars;
(n) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(y) of this rule to win one hundred dollars;
(o) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(x) of this rule to win one hundred dollars;
(p) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(w) of this rule to win seventy-five dollars;
(q) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(v) of this rule to win seventy-five dollars;
(r) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(u) of this rule to win seventy-five dollars;
(s) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(t) of this rule to win seventy-five dollars;
(t) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(s) of this rule to win seventy-five dollars;
(u) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(r) of this rule to win fifty dollars;
(v) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(q) of this rule to win fifty dollars;
(w) One thousand two hundred fifty tickets with the winning prize combination as set forth in paragraph (D)(2)(p) of this rule to win fifty dollars;
(x) Two thousand five hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(o) of this rule to win fifty dollars;
(y) Twelve thousand five hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(n) of this rule to win twenty-five dollars;
(z) Twelve thousand five hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(m) of this rule to win twenty-five dollars;
(aa) Twelve thousand five hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(l) of this rule to win twenty-five dollars;
(bb) Twelve thousand five hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(k) of this rule to win twenty-five dollars;
(cc) Twelve thousand five hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(j) of this rule to win fifteen dollars;
(dd) Twelve thousand five hundred tickets with the winning prize combination as set forth in paragraph (D)(2)(i) of this rule to win fifteen dollars;
(ee) Twenty-five thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(h) of this rule to win fifteen dollars;
(ff) Fifty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(g) of this rule to win ten dollars;
(gg) Fifty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(f) of this rule to win ten dollars;
(hh) One hundred thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(e) of this rule to win ten dollars;
(ii) Two hundred thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(d) of this rule to win five dollars;
(jj) Two hundred thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(c) of this rule to win five dollars;
(kk) Two hundred fifty thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(b) of this rule to win three dollars; and
(ll) Four hundred thousand tickets with the winning prize combination as set forth in paragraph (D)(2)(a) of this rule to win three dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number two hundred twenty-two shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number two hundred twenty-two is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number two hundred twenty-two in which the ticket was sold.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number two hundred twenty-two void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number two hundred twenty-two.
(1) The director shall conduct game rule number two hundred twenty-two and any drawings or promotions associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any drawings or promotions associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number two hundred twenty-two. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number two hundred twenty-two used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number two hundred twenty-two and these elements may be given names or titles chosen by the commission.
