3770:1-9-777. Game rule number seven hundred seventy-seven
-
(A) Title and term. Ohio lottery commission game rule number seven hundred seventy-seven, "Winter Riches" shall be conducted at such times and for such periods as the commission may determine. For the purposes of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number seven hundred seventy-seven.
(B) General design.
(1) Game rule number seven hundred seventy-seven is a key number match game with an instant win feature and a "Bonus" feature, and is generally known as an "instant lottery."
(2) Holders of valid tickets will remove the covering off the entire play area to reveal five "Winning Numbers," twenty "Your Numbers," twenty corresponding prize values, and two "Bonus" play spots. The player must match any one or more of "Your Numbers" to one or more of the "Winning Numbers" to win the corresponding prize value revealed beneath the matched "Your Numbers." If the player reveals a "Star" symbol in any of the "Your Numbers" play spots, the player wins the corresponding prize value revealed automatically. If the player reveals a "Riches" symbol in any of the "Your Numbers" play spots, the player wins $100 automatically. If the player reveals a "$" symbol in either of the "Bonus" play areas, the player wins $25 automatically. If the player matches any one of "Your Numbers" to one of the "Winning Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots and the corresponding prize value revealed is a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into a Top Prize Drawing ("TPD") for a chance to win five hundred thousand dollars. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are twenty-two chances to win on each ticket, and a player may win up to twenty-two times on one ticket.
(3) The only "prize values" which shall appear on a ticket in game rule seven hundred seventy-seven are five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, the "TPD" symbol corresponding to a prize value of five thousand five hundred dollars, ten thousand dollars, twenty thousand dollars and five hundred thousand dollars.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number seven hundred seventy-seven shall be ten dollars.
(D) Structure, nature and value of prize awards.
(1) There shall be two types of prizes in game rule seven hundred seventy-seven, a "regular prize award" and a "TPD" prize award.
(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, five thousand five hundred dollars, ten thousand dollars, twenty thousand dollars and five hundred thousand dollars. Each ticket in game rule number seven hundred seventy-seven shall be imprinted in such a way that prize awards from the set listed above may be won.
(3) Numbers, prize values and play symbols appearing on any ticket in game rule number seven hundred seventy-seven shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.
(a) Holder of a valid winning ticket on which one of the "Winning Numbers"is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once shall win a regular prize award of ten dollars;
(b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars two times shall win a regular prize award of ten dollars;
(c) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars once and ten dollars once shall win a regular prize award of fifteen dollars;
(d) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars three times shall win a regular prize award of fifteen dollars;
(e) Holder of a valid winning ticket on which one of the "Winning Numbers"is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifteen dollars once shall win a regular prize award of fifteen dollars;
(f) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars two times and ten dollars once shall win a regular prize award of twenty dollars;
(g) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for five dollars four times shall win a regular prize award of twenty dollars;
(h) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars once and fifteen dollars once shall win a regular prize award of twenty dollars;
(i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars two times shall win a regular prize award of twenty dollars;
(j) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once shall win a regular prize award of twenty dollars;
(k) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(l) Holder of a valid winning ticket on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of twenty-five dollars;
(m) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for five dollars once and ten dollars two times shall win a regular prize award of twenty-five dollars;
(n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars once and fifteen dollars once shall win a regular prize award of twenty-five dollars;
(o) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars once and twenty dollars once shall win a regular prize award of twenty-five dollars;
(p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for five dollars five times shall win a regular prize award of twenty-five dollars;
(q) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for thirty dollars once shall win a regular prize award of thirty dollars;
(r) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five dollars once and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of thirty dollars shall win a regular prize award of thirty dollars;
(s) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for ten dollars three times shall win a regular prize award of thirty dollars;
(t) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten dollars once and twenty dollars once shall win a regular prize award of thirty dollars;
(u) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for five dollars six times shall win a regular prize award of thirty dollars;
(v) Holder of a valid winning ticket on which five of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for five dollars four times and ten dollars once shall win a regular prize award of thirty dollars;
(w) Holder of a valid winning ticket on which one of "Winning Numbers" is matched by one of "You Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once shall win a regular prize award of fifty dollars;
(x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for ten dollars five times shall win a regular prize award of fifty dollars;
(y) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Star" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Star" symbols are revealed for ten dollars three times and twenty dollars once shall win a regular prize award of fifty dollars;
(z) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for five dollars once and twenty dollars once, and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of fifty dollars;
(aa) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of fifty dollars;
(bb) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for five dollars ten times shall win a regular prize award of fifty dollars;
(cc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars;
(dd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for twenty dollars five times shall win a regular prize award of one hundred dollars;
(ee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" or a "Star" symbol is revealed in twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Star" symbols are revealed for five dollars twenty times shall win a regular prize award of one hundred dollars;
(ff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, or any combination of eight matched numbers or "Star" symbols are revealed for ten dollars seven times and five dollars once, and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of one hundred dollars;
(gg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for twenty-five dollars two times and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of one hundred dollars;
(hh) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for five dollars two times, ten dollars two times, twenty dollars once and fifty dollars once shall win a regular prize award of one hundred dollars;
(ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for fifteen dollars five times and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of one hundred dollars;
(jj) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for one hundred dollars two times shall win a regular prize award of two hundred dollars;
(kk) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for thirty dollars five times and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of two hundred dollars;
(ll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by seven of "Your Numbers" or a "Star" symbol is revealed in seven of the "Your Numbers" play spots, or any combination of seven matched numbers or "Star" symbols are revealed for twenty dollars five times and twenty-five dollars two times, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of two hundred dollars;
(mm) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for two hundred dollars once shall win a regular prize award of two hundred dollars;
(nn) Holder of a valid winning ticket on which one or more of the 'Winning Numbers" are matched by six of "Your Numbers" or a "Star" symbol is revealed in six of the "Your Numbers" play spots, or any combination of six matched numbers or "Star" symbols are revealed for twenty-five dollars five times and fifty dollars once, and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of two hundred dollars;
(oo) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Star" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Star" symbols are revealed for twenty-five dollars two times and one hundred dollars once, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of two hundred dollars;
(pp) Holder of a valid winning ticket on one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once shall win a regular prize award of five hundred dollars;
(qq) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" or a "Star" symbol is revealed in twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Star" symbols are revealed for five dollars seven times, ten dollars two times, twenty dollars three times, twenty-five dollars three times, thirty dollars two times, fifty dollars two times and one hundred dollars once, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of five hundred dollars;
(rr) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for twenty-five dollars three times, fifty dollars six times and one hundred dollars once, and on which a $" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of five hundred dollars;
(ss) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by seven of "Your Numbers" or a "Star" symbol is revealed in seven of the "Your Numbers" play spots, or any combination of seven matched numbers or "Star" symbols are revealed for fifty dollars five times and one hundred dollars two times, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of five hundred dollars;
(tt) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Star" symbol is revealed in eight of the "Your Numbers" play spots, or any combination of eight matched numbers of "Star" symbols are revealed for twenty-five dollars two times, fifty dollars four times, one hundred dollars two times, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of five hundred dollars;
(uu) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Star" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Star" symbols are revealed for twenty-five dollars seven times and one hundred dollars three times, and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award of five hundred dollars;
(vv) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for one hundred dollars five times shall win a regular prize award of five hundred dollars;
(ww) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed for one thousand dollars once shall win a regular prize award of one thousand dollars;
(xx) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" or a "Star" symbol is revealed in twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Star" symbols are revealed for ten dollars seven times, twenty dollars five times, thirty dollars once, fifty dollars three times, one hundred dollars two times and two hundred dollars two times, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of one thousand dollars;
(yy) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Star" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Star" symbols are revealed for two hundred dollars five times shall win a regular prize award of one thousand dollars;
(zz) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by sixteen of "Your Numbers" or a "Star" symbol is revealed in sixteen of the "Your Numbers" play spots, or any combination of sixteen matched numbers or "Star" symbols are revealed for five dollars four times, twenty dollars five times, twenty-five dollars once, thirty dollars once, fifty dollars two times, one hundred dollars two times and five hundred dollars once, and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once shall win a regular prize award one thousand dollars;
(aaa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by thirteen of "Your Numbers" or a "Star" symbol is revealed in thirteen of the "Your Numbers" play spots, or any combination of thirteen matched numbers or "Star" symbols are revealed for twenty dollars five times, fifty dollars six times, one hundred dollars once and five hundred dollars once shall win a regular prize award of one thousand dollars;
(bbb) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers" or a "Star" symbol is revealed in eleven of the "Your Numbers" play spots, or any combination of eleven matched numbers or 'Star" symbols are revealed for fifty dollars three times and one hundred dollars eight times, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of one thousand dollars;
(ccc) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots and a "TPD" prize symbol is revealed for five thousand five hundred dollars shall win a regular prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win five hundred thousand dollars;
(ddd) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for ten thousand dollars once shall win a regular prize award of ten thousand dollars;
(eee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" or a "Star" symbol is revealed in twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Star" symbols are revealed for twenty-five dollars two times, fifty dollars two times, one hundred dollars four times, two hundred dollars two times, five hundred dollars two times and one thousand dollars eight times, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times shall win a regular prize award of ten thousand dollars;
(fff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by seventeen of "Your Numbers" or a "Star" symbol is revealed in seventeen of the "Your Numbers" play spots, or any combination of seventeen matched numbers or "Star" symbols are revealed for one hundred dollars five times, five hundred dollars five times and one thousand dollars seven times shall win a regular prize award of ten thousand dollars;
(ggg) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" or a "Star" symbol is revealed in fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "Star" symbols are revealed for one hundred dollars once, two hundred dollars two times, five hundred dollars five times and one thousand dollars seven times shall win a regular prize award of ten thousand dollars;
(hhh) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for twenty thousand dollars once shall win a regular prize award of twenty thousand dollars;
(iii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers" or a "Star" symbol is revealed in eleven of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Star" symbols are revealed for one thousand dollars ten times and ten thousand dollars once shall win a regular prize award of twenty thousand dollars;
(jjj) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Star" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Star" symbols are revealed for ten thousand dollars two times shall win a regular prize award of twenty thousand dollars; and
(kkk) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Star" symbol is revealed in one of the "Your Numbers" play spots for five hundred thousand dollars once shall win a regular prize award of five hundred thousand dollars.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number seven hundred seventy-seven will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and
(2) Mathematical reasoning indicates that the number of winning tickets per three million tickets sold in the following prize categories should be as follows:
(a) Two tickets matching numbers or revealing a "Star" symbol for five hundred thousand dollars once to win five hundred thousand dollars;
(b) Four tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten thousand dollars two times to win twenty thousand dollars;
(c) Four tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one thousand dollars ten times and ten thousand dollars once to win twenty thousand dollars;
(d) Four tickets matching numbers or revealing a "Star" symbol for twenty thousand dollars once to win twenty thousand dollars;
(e) Six tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one hundred dollars once, two hundred dollars two times, five hundred dollars five times and one thousand dollars seven times to win ten thousand dollars;
(f) Six tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one hundred dollars five times, five hundred dollars five times, and one thousand dollars seven times to ten thousand dollars;
(g) Six tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars two times, fifty dollars two times, one hundred dollars four times, two hundred dollars two times, five hundred dollars two times and one thousand dollars eight times, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times to win ten thousand dollars;
(h) Four tickets matching numbers or revealing a "Star" symbol for ten thousand dollars once to win ten thousand dollars; and
(i) Fifteen tickets matching numbers or revealing a "Star" symbol and revealing the "TPD" prize symbol to win five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of five hundred thousand dollars.
(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five hundred thousand tickets sold should be as follows:
(a) Twenty-one tickets matching numbers or revealing "Star" symbols, or any combination thereof, for fifty dollars three times and one hundred dollars eight times, and revealing a "$" symbol in both of the "Bonus" play spots for twenty-five dollars two times to win one thousand dollars;
(b) Twenty-one tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty dollars five times, fifty dollars six times, one hundred dollars once and five hundred dollars once to win one thousand dollars;
(c) Twenty-one tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars four times, twenty dollars five times, twenty-five dollars once, thirty dollars once, fifty dollars two times, one hundred dollars two times and five hundred dollars once, and on which a "$" symbol is revealed in one of the "Bonus" play spots for twenty-five dollars once to win one thousand dollars;
(d) Twenty-one tickets matching numbers or revealing "Star" symbols, or any combination thereof, for two hundred dollars five times to win one thousand dollars;
(e) Twenty-one tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars seven times, twenty dollars five times, thirty dollars once, fifty dollars three times, one hundred dollars two times and two hundred dollars two times, and revealing a "$" symbol in both of the "Bonus" play spots for twenty-five dollars two times to win one thousand dollars;
(f) Twenty-one tickets matching numbers or revealing a "Star" symbol for one thousand dollars once to win one thousand dollars;
(g) Twenty-five tickets matching numbers or revealing "Star" symbols, or any combination thereof, for one hundred dollars five times to win five hundred dollars;
(h) Twenty-five tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars seven times and one hundred dollars three times, and revealing a "$" symbol in one of the "Bonus" play spots for twenty-five dollars once to win five hundred dollars;
(i) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars two times, fifty dollars four times and one hundred dollars two times to win five hundred dollars;
(j) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for fifty dollars five times and one hundred dollars two times, and revealing a "$" symbol in both of the "Bonus" play spots for twenty-five dollars two times to win five hundred dollars;
(k) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars three times, fifty dollars six times and one hundred dollars once, and revealing a "$" symbol in one of the "Bonus" play spots for twenty-five dollars once to win five hundred dollars;
(l) Fifty tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars seven times, ten dollars two times, twenty dollars three times, twenty-five dollars three times, thirty dollars two times, fifty dollars two times and one hundred dollars once, and on which a "$" symbol is revealed in both of the "Bonus" play spots for twenty-five dollars two times to win five hundred dollars;
(m) Fifty tickets matching numbers or revealing a "Star" symbol for five hundred dollars once to win five hundred dollars;
(n) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars two times and one hundred dollars once, and revealing a "$" symbol in both of the "Bonus" play spots for twenty-five dollars two times to win two hundred dollars;
(o) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars five times and fifty dollars once, and revealing a "$" symbol in one of the "Bonus" play spots for twenty-five dollars once to win two hundred dollars;
(p) Fifty tickets matching numbers or revealing a "Star" symbol for two hundred dollars once to win two hundred dollars;
(q) One hundred tickets matching numbers or revealing "Star" symbols for twenty dollars five times and twenty-five dollars two times, and revealing a "$" symbol in both of the "Bonus" play spots for twenty-five dollars two times to win two hundred dollars;
(r) One hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for thirty dollars five times, and revealing a "$" symbol in both of the "Bonus" play spots for twenty-five dollars two times to win two hundred dollars;

(v) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty-five dollars two times, and revealing a "$" symbol in both of the "Bonus" play spots for twenty-five dollars two times to win one hundred dollars;
(w) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and ten dollars seven times, and revealing a "$" symbol in one of the "Bonus" play spots for twenty-five dollars once to win one hundred dollars;
(x) Five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars twenty times to win one hundred dollars;
(y) Five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty dollars five times to win one hundred dollars;
(z) Five hundred tickets matching numbers or revealing a "Star" symbol for one hundred dollars once to win one hundred dollars;
(aa) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars ten times to win fifty dollars;
(bb) Three thousand tickets matching numbers or revealing a "Star" symbol for twenty-five dollars once. and revealing a "$" symbol in one of the "Bonus" play spots for twenty-five dollars once to win fifty dollars;
(cc) Three thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for twenty dollars once and five dollars once, and revealing a "$" symbol in one of the "Bonus" play spots for twenty-five dollars once to win fifty dollars.
(dd) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars three times and twenty dollars once to win fifty dollars;
(ee) One thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars five times to win fifty dollars;
(ff) One thousand tickets matching numbers or revealing a "Star" symbol for fifty dollars once to win fifty dollars;
(gg) Eight hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars four times and ten dollars once to win thirty dollars;
(hh) Eight hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars six times to win thirty dollars;
(ii) Eight hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars once and twenty dollars once to win thirty dollars;
(jj) Eight hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars three times to win thirty dollars;
(kk) Two thousand five hundred tickets matching numbers or revealing a "Star" symbol for five dollars once, and revealing a "$" symbol in one of the "Bonus" play spots for twenty-five dollars once to win thirty dollars;
(ll) Eight hundred tickets matching numbers or revealing a "Star" symbol for thirty dollars once to win thirty dollars;
(mm) Nine hundred seven tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars five times to win twenty-five dollars;
(nn) Nine hundred seven tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and twenty dollars once to win twenty-five dollars;

(rr) Nine hundred seven tickets matching numbers or revealing a "Star" symbol for twenty-five dollars once to win twenty-five dollars;
(ss) Five thousand tickets matching numbers or revealing a "Star" symbol for twenty dollars once to win twenty dollars;
(tt) Seven thousand five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for ten dollars two times to win twenty dollars;
(uu) Seven thousand five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and fifteen dollars once to win twenty dollars;
(vv) Seven thousand five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars four times to win twenty dollars;
(ww) Seven thousand five hundred tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars two times and ten dollars once to win twenty dollars;
(xx) Ten thousand tickets matching numbers or revealing a "Star" symbol for fifteen dollars once to win fifteen dollars;
(yy) Ten thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars three times to win fifteen dollars;
(zz) Ten thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars once and ten dollars once to win fifteen dollars;
(aaa) Twenty thousand tickets matching numbers or revealing "Star" symbols, or any combination thereof, for five dollars two times to win ten dollars; and
(bbb) Twenty thousand tickets matching numbers or revealing a "Star" symbol for ten dollars once to win ten dollars.
(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.
(G) Frequency of prize drawings.
(1) Random imprinting of prize awards on all tickets issued in game rule number seven hundred seventy-seven shall be accomplished in a manner, which complies with the commission's rules and procedures.
(2) When a ticket issued in game rule number seven hundred seventy-seven is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number seven hundred seventy-seven in which the ticket was sold.
(3) The Top Prize Drawing to award one grand prize of five hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules
(I) Validity of Tickets.
(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.
(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number seven hundred seventy-seven void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.
(J) Director's conduct of game rule number seven hundred seventy-seven.
(1) The director shall conduct game rule number seven hundred seventy-seven and any drawings or promotions associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any drawings or promotions associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number seven hundred seventy-seven. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule seven hundred seventy-seven used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number seven hundred seventy-seven and these elements may be given names or titles chosen by the commission.
