3770:1-9-597               Game rule number five hundred ninety-seven.

 

 

 

(A)Title and term. Ohio lottery commission game rule number five hundred ninety-seven, "Sapphire 7's," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number five hundred ninety-seven.

 

(B)General design.

 

(1)Game rule number five hundred ninety-seven is a key number match game with two additional instant win features, and is generally known as an "instant lottery."

 

(2)Holders of valid tickets will remove the covering off the entire play area to reveal three "Winning Numbers," sixteen "Your Numbers" and sixteen corresponding prize values. If any one or more of "Your Number(s)" matches one or more of the "Winning Number(s)," the player wins the corresponding prize values shown below the matching "Your Number(s)." If the player reveals a "Black Seven" symbol in any of the "Your Numbers" play spots, the player wins its corresponding prize value automatically. If the player reveals a "Blue Seven" symbol in any of the "Your Numbers" play spots, the player wins seven times the corresponding prize value automatically. If the player matches any one of "Your Numbers" to one of the "Winning Numbers" or a "Black Seven" symbol is revealed in any of the "Your Numbers" play spots and the corresponding prize value revealed is a "TPD" symbol, the player wins one thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") to win a one hundred thousand dollar grand prize. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are sixteen chances to win on each ticket, and a player may win up to sixteen times on one ticket.

 

(3)As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: five dollars, seven dollars, ten dollars, fifteen dollars, twenty-five dollars, fifty dollars, seventy-seven dollars, one hundred dollars, five hundred dollars, seven hundred seventy-seven dollars, one thousand dollars, seven thousand dollars and one hundred thousand dollars. Each ticket in game rule number five hundred ninety-seven shall be imprinted in such a way that prize awards from the set listed above may be won.

 

(C)Price of tickets. The price of a ticket issued by the commission in game rule number five hundred ninety-seven shall be five dollars.

 

 

 

(D)Structure, nature and value of prize awards.

(1) There  shall  be  two  types  of  prizes  in  game  rule  number  five  hundred ninety-seven, a "regular prize award" and a "TPD" prize award.

(2) The only "prize values" which shall appear on a ticket in game rule number five hundred ninety-seven are: one dollar, two dollars, three dollars, four dollars, five dollars, seven dollars, ten dollars, fifteen dollars, seventeen dollars, twenty-five dollars, twenty-seven dollars, fifty dollars, seventy-seven dollars, one hundred dollars, two hundred fifty dollars, five hundred dollars, seven hundred seventy-seven dollars, the "TPD" symbol corresponding to a prize value of one thousand dollars, seven thousand dollars and one hundred thousand dollars. Numbers, prize values and play symbols appearing on any ticket in game rule number five hundred ninety-seven shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.

(a) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for five dollars once shall win a regular prize award of five dollars;

(b) Holder of a valid winning ticket on which a "Blue Seven" symbol is revealed in one of the "Your Numbers" play spots for one dollar seven times shall win a regular prize award of seven dollars;

(c) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for seven dollars once shall win a regular prize award of seven dollars;

(d)Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers," or a "Black Seven" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Black Seven" symbols are revealed for one dollar ten times shall win a regular prize award of ten dollars;

(e) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers," or a "Black Seven" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Black Seven" symbols are revealed for two dollars five times shall win a regular prize award of ten dollars;

(f)Holder of a valid winning ticket on which one of the "Winning Numbers"

is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once shall win a regular prize award of ten dollars;

(g) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "Black Seven" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Black Seven" symbols are revealed for five dollars once and ten dollars once shall win a regular prize award of fifteen dollars;

(h) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for one dollar once; and on which a "Blue Seven" symbol is revealed in one of the "Your Numbers" play spots for two dollars seven times shall win a regular prize award of fifteen dollars;

(i) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for fifteen dollars once shall win a regular prize award of fifteen dollars;

(j) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "Black Seven" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Black Seven" symbols are revealed for ten dollars once and fifteen dollars once shall win a regular prize award of twenty-five dollars;

(k) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by all sixteen of "Your Numbers," or a "Black Seven" symbol is revealed in all sixteen of the "Your Numbers" play spots, or any combination of sixteen matched numbers or "Black Seven" symbols are revealed for one dollar ten times, two dollars five times and five dollars once shall win a regular prize award of twenty-five dollars;

(l) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "Black Seven" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Black Seven" symbols are revealed for two dollars two times; and on which a "Blue Seven" symbol is revealed in one of the "Your Numbers" play spots for three dollars seven times shall win a regular prize award of twenty-five dollars;

(m) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once shall win a regular prize award of twenty-five dollars;

(n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers," or a "Black Seven" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Black Seven" symbols are revealed for five dollars ten times shall win a regular prize award of fifty dollars;

(o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for one dollar once; and on which a "Blue Seven" symbol is revealed in one of the "Your Numbers" play spots for seven dollars seven times shall win a regular prize award of fifty dollars;

(p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by all sixteen of "Your Numbers," or a "Black Seven" symbol is revealed in all sixteen of the "Your Numbers" play spots, or any combination of sixteen matched numbers or "Black Seven" symbols are revealed for two dollars ten times and five dollars six times shall win a regular prize award of fifty dollars;

(q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by seven of "Your Numbers," or a "Black Seven" symbol is revealed in seven of the "Your Numbers" play spots, or any combination of seven matched numbers or "Black Seven" symbols are revealed for two dollars three times, five dollars two times and seventeen dollars two times shall win a regular prize award of fifty dollars;

(r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "Black Seven" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Black Seven" symbols are revealed for twenty-seven dollars once and fifty dollars once shall win a regular prize award of seventy-seven dollars;

(s) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twelve of "Your Numbers," or a "Black Seven" symbol is revealed in twelve of the "Your Numbers" play spots, or  any  combination  of  twelve  matched  numbers  or  "Black  Seven"

symbols are revealed for one dollar once, five dollars two times, seven dollars eight times and ten dollars once shall win a regular prize award of seventy-seven dollars;

(t)Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers," or a "Black Seven" symbol is revealed in eleven of the "Your Numbers" play spots, or any combination of eleven matched numbers or "Black Seven" symbols are revealed for seven dollars eleven times shall win a regular prize award of seventy-seven dollars;

(u) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers," or a "Black Seven" symbol is revealed in eight of the "Your Numbers" play spots, or any combination of eight matched numbers or "Black Seven" symbols are revealed for two dollars once, four dollars five times and ten dollars two times; and on which a "Blue Seven" symbol is revealed in one of the "Your Numbers" play spots for five dollars seven times shall win a regular prize award of seventy-seven dollars;

(v) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for seventy-seven dollars once shall win a regular prize award of seventy-seven dollars;

(w)Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers," or a "Black Seven" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Black Seven" symbols are revealed for ten dollars ten times shall win a regular prize award of one hundred dollars;

(x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "Black Seven" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Black Seven" symbols are revealed for fifty dollars two times shall win a regular prize award of one hundred dollars;

(y) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers," or a "Black Seven" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Black Seven" symbols are revealed for twenty-five dollars four times shall win a regular prize award of one hundred dollars;

(z) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "Black Seven" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Black Seven" symbols are revealed for five dollars once and twenty-five dollars once; and on which a "Blue Seven" symbol is revealed in one of the "Your Numbers" play spots for ten dollars seven times shall win a regular prize award of one hundred dollars;

(aa) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars;

(bb) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fourteen of "Your Numbers," or a "Black Seven" symbol is revealed in fourteen of the "Your Numbers" play spots, or any combination of fourteen matched numbers or "Black Seven" symbols are revealed for three dollars once, five dollars seven times and seventy-seven dollars six times shall win a regular prize award of five hundred dollars;

(cc) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "Black Seven" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Black Seven" symbols are revealed for two hundred fifty dollars two times shall win a regular prize award of five hundred dollars;

(dd) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once shall win a regular prize award of five hundred dollars;

(ee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers," or a "Black Seven" symbol is revealed in eleven of the "Your Numbers" play spots, or any combination of eleven matched numbers or "Black Seven" symbols are revealed for seven dollars once and seventy-seven dollar ten times shall win a regular prize award of seven hundred seventy-seven dollars;

(ff) Holder of a valid winning ticket on which one or more of the "Winning

Numbers" are matched by eleven of "Your Numbers," or a "Black Seven" symbol is revealed in eleven of the "Your Numbers" play spots, or any combination of eleven matched numbers or "Black Seven" symbols are revealed for seven dollars eleven times; and on which a "Blue Seven" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars seven times shall win a regular prize award of seven hundred seventy-seven dollars;

(gg) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for seven hundred seventy-seven dollars once shall win a regular prize award of seven hundred seventy-seven dollars;

(hh) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots and a "TPD" prize symbol is revealed for one thousand dollars shall win a regular prize award of one thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win one hundred thousand dollars;

(ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by fourteen of "Your Numbers," or a "Black Seven" symbol is revealed in fourteen of the "Your Numbers" play spots, or any combination of fourteen matched numbers or "Black Seven" symbols are revealed for five hundred dollars fourteen times shall win a regular prize award of seven thousand dollars;

(jj) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for seven thousand dollars once shall win a regular prize award of seven thousand dollars; and

(kk) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Black Seven" symbol is revealed in one of the "Your Numbers" play spots for one hundred thousand dollars once shall win a regular prize award of one hundred thousand dollars.

(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number five hundred ninety-seven will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in

accordance with this rule using random techniques in order that the following occur:

(1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and

(2) Mathematical reasoning indicates that the number of winning tickets per six million tickets sold in the following prize categories should be as follows

(a) Ten tickets matching numbers or revealing a "Black Seven" symbol for one hundred thousand dollars once to win one hundred thousand dollars;

(b) Fifteen tickets matching numbers or revealing a "Black Seven" symbol for seven thousand dollars once to win seven thousand dollars; and

(c) Fifteen tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for five hundred dollars fourteen times to win seven thousand dollars.

(3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows:

(a) One ticket matching numbers or revealing a "Black Seven" symbol and revealing the "TPD" prize symbol to win one thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win one hundred thousand dollars;

(b) Ten tickets matching numbers or revealing a "Black Seven" symbol for seven hundred seventy-seven dollars once to win seven hundred seventy-seven dollars;

(c) Ten tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for seven dollars eleven times; and revealing the "Blue Seven" symbol for one hundred dollars seven times to win seven hundred seventy-seven dollars;

(d)Ten tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for seven dollars once and seventy-seven dollars ten times to win seven hundred seventy-seven dollars;

(e) Ten tickets matching numbers or revealing a "Black Seven" symbol for five hundred dollars once to win five hundred dollars;

(f)Twenty tickets matching numbers or revealing "Black Seven" symbols, or

any combination thereof, for two hundred fifty dollars two times to win five hundred dollars;

(g) Twenty tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for three dollars once, five dollars seven times and seventy-seven dollars six times to win five hundred dollars;

(h) Fifty tickets matching numbers or revealing a "Black Seven" symbol for one hundred dollars once to win one hundred dollars;

(i) Seventy-five tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for five dollars once and twenty-five dollars once; and revealing the "Blue Seven" symbol for ten dollars seven times to win one hundred dollars;

(j) Seventy-five tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for twenty-five dollars four times to win one hundred dollars;

(k) Fifty tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for fifty dollars two times to win one hundred dollars;

(l) Fifty tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for ten dollars ten times to win one hundred dollars;

(m) Fifty tickets matching numbers or revealing a "Black Seven" symbol for seventy-seven dollars once to win seventy-seven dollars;

(n) Two hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for two dollars once, four dollars five times and ten dollars two times; and revealing the "Blue Seven" symbol for five dollars seven times to win seventy-seven dollars;

(o) Two hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for seven dollars eleven times to win seventy-seven dollars;

(p) Two hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for one dollar once, five dollars two times, seven dollars eight times and ten dollars once to win seventy-seven dollars;

(q) Sixty tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for twenty-seven dollars once and fifty dollars once to win seventy-seven dollars;

(r) Three hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for two dollars three times, five dollars two times and seventeen dollars two times to win fifty dollars;

(s) Four hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for two dollars ten times and five dollars six times to win fifty dollars;

(t)Four hundred tickets matching numbers or revealing a "Black Seven" symbol for one dollar once; and revealing the "Blue Seven" symbol for seven dollars seven times to win fifty dollars;

(u) Two hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for five dollars ten times to win fifty dollars;

(v) Four hundred twenty-five tickets matching numbers or revealing a "Black Seven" symbol for twenty-five dollars once to win twenty-five dollars;

(w)Five hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for two dollars two times; and revealing the "Blue Seven" symbol for three dollars seven times to win twenty-five dollars;

(x) Four hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for one dollar ten times, two dollars five times and five dollars once to win twenty-five dollars;

(y) Four hundred tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for ten dollars once and fifteen dollars once to win twenty-five dollars;

(z) Two thousand tickets matching numbers or revealing a "Black Seven" symbol for fifteen dollars once to win fifteen dollars;

(aa) Four thousand tickets matching numbers or revealing a "Black Seven" symbol for one dollar once; and revealing the "Blue Seven" symbol for two dollars seven times to win fifteen dollars;

(bb) Two thousand tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for five dollars once and ten dollars once to win fifteen dollars;

(cc) Four thousand tickets matching numbers or revealing a "Black Seven" symbol for ten dollars once to win ten dollars;

(dd) Four thousand tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for two dollars five times to win ten dollars;

(ee) Four thousand tickets matching numbers or revealing "Black Seven" symbols, or any combination thereof, for one dollar ten times to win ten dollars;

(ff) Four thousand tickets matching numbers or revealing a "Black Seven" symbol for seven dollars once to win seven dollars;

(gg) Eight thousand tickets revealing the "Blue Seven" symbol for one dollar seven times to win seven dollars; and

(hh) Sixteen thousand tickets matching numbers or revealing a "Black Seven" symbol for five dollars once to win five dollars.

(F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.

(G)Frequency of prize drawings.

(1) Random imprinting of prize awards on all tickets issued in game rule number five hundred ninety-seven shall be accomplished in a manner, which complies with the commission's rules and procedures.

(2) When a ticket issued in game rule number five hundred ninety-seven is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number five hundred ninety-seven in which the ticket was sold.

(3) The Top Prize Drawing to award one grand prize of one hundred thousand dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.

(H)Special claim, entry, receipt and validation procedures. The director shall establish

special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.

(I)Validity of tickets.

(1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.

(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number five hundred ninety-seven void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.

(J) Director's conduct of game rule number five hundred ninety-seven.

(1) The director shall conduct game rule number five hundred ninety-seven in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number five hundred ninety-seven. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.

(2) Names and definitions of elements of game rule number five hundred ninety-seven used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number five hundred ninety-seven and these elements may be given names or titles chosen by the

commission.
