5501-2-01 Business plan.
(A)The Ohio department of transportation (ODOT) business plan is a required biennial document the department must file with the Ohio General Assembly under the state law which created the ODOT career professional service. The business plan represents the underlying objectives the department's management team are to accomplish in the biennium.
(B)The business plan will contain several existing elements as well as several new ones. The entire business plan can referenced in attached appendix. The elements included in the business plan are as follows:
(1)Mission, values and goals updated to reflect past accomplishments and future challenges.
(2) Strategic initiatives.
(a) Outlined strategic initiatives for 2004-2005.
(b) Outcome of strategic initiatives from 2002-2003.
(3)Measurable and organizational performance indicators (OPI) for system conditions.
(a) Statewide and district pavement OPI.
(b) Statewide and district county work plan OPI.
(4) Other organizational performance expectations for the following areas.
(a) Construction.
(b) Contracts.
(c) Finance.
(d)Facilities and equipment.
(e) Information technology.
(f)Plan delivery.
(g) Quality and human resources.
(h) Traffic engineering.
(5) Financial plan.
(a) Financial plan and expectations.
(b) Operating summary balance sheet for 2004-2015.
