    This rule is being filed for the purpose of adding federally-mandated NIMS (National Incident Management System) training courses and incident command system courses as a prerequisite for First Responder and EMT certification.

    This rule requires completion of federally-mandated NIMS (National Incident

    Management System) training courses and incident command system courses as a prerequisite for First Responder and EMT certification. Additional wording changes are for clarification purposes.

    121.71 to 121.74 of the Revised Code because the text or other material is generally available to persons who reasonably can be expected to be affected by the rule, provide an explanation of how the text or other material is generally available to those persons:

    This rule requires NIMS training and incident command system courses in order to become certified as a First Responder or EMT. The rule lists the web site where these courses may be taken online, and specifies the site and date of the materials for instructor lead classroom-based courses. Additionally, the rule lists the EMS web site where such courses are also listed. This rule is in compliance with the exception of R.C. 121.75(E) because: the incorporated references to the above web sites are intelligble to individuals applying to become First Responders or EMTs; the training courses are generally available via the identified web sites as most individuals applying to become a First Responder or EMT have access to a computer; and the course materials are listed and contain the date of issuance in the event such materials change.

    The original filing of this rule had also required completion of certain preparation courses, set forth by the EMS Board, as an additional certification requirement; however, such language is being deleted at this time to be refiled at a later date. In addition, cites for the specific courses and presidential directives have been added pursuant to incorporation by reference requirements.

    Individuals applying for First Responder or EMT certification are required to take a NIMS training course and incident command system course (IS-700 and IS-100, respectively). If taken through an institution, individuals may incur some costs.

    However, these courses are also available online for free. This is a one-time requirement for new EMTs only.
