    5101:2-14-13               Continuing      education      requirements      for                         professional certification as a type B home provider or in-home aide.

     

     

     

    (A)   Each type B home provider certified before July 1, 1992 and in-home aide certified before October 1, 1997 shall complete the "Health and Safety in Family Child Care" course by March 31, 2005. Each type B family child care home provider certified after July 1, 1992 and in-home aide provider certified after October 1, 1997 shall complete, not more than six months prior to or within three months of initial certification, a course, the "Health and Safety in Family Child Care," course which has been approved by the Ohio department of human services job and family services. Not more than six months prior to or within twelve months of initial certification each home provider or in-home aide shall complete training in the following areas:

     

    (1)Child growth and development, which may include discipline and helping children build self-control and a positive self-concept: A trainer of child growth and development shall have at least one year of experience specific to the subject area and shall:

     

    (a) Have at least ninety quarter credit hours or sixty semester credit hours from an accredited college, university, or technical college. The coursework shall include at least thirty-six quarter credit hours or twenty-four semester credit hours in courses in child development; or

     

    (b) Have a currently valid child development associate credential (CDA); or

     

    (c) Have a preprimary credential from the "American Montessori Society" or the "Association Montessori International"; or

     

    (d)Be a licensed physician; or

     

    (e) Be a registered nurse.

     

    (2)Certification in first aid and infant/child cardiopulmonary resuscitation (CPR), unless currently certified: If a provider is caring for both infants and older children, training shall be appropriate to the age range of children in care. A trainer in first aid shall meet one of the following requirements. The trainer shall be:

     

    (a) A currently authorized "American Red Cross" first-aid or CPR instructor, or "American Heart Association" CPR instructor;

     

    (b) A licensed physician;

     

    (c) A registered nurse; or

     

    (d)An emergency medical technician-ambulance instructor.

     

     

     

    (3) Prevention, recognition and management of communicable diseases: A trainer in prevention, recognition, and management of communicable diseases shall meet one of the following requirements. The trainer shall be:

    (a) A currently authorized "American Red Cross" instructor;

    (b) A licensed physician; or

    (c) A registered nurse.

    (4) Child abuse recognition and prevention: A trainer in child abuse recognition and prevention shall have at least one year of experience specific to the subject area and shall:

    (a) Have an associate or higher level degree from an accredited college, university, or technical college in child development, early childhood education, social work, or a related field as determined by the CDJFS;

    (b) Be a licensed physician; or

    (c) Be a registered nurse.

    (B)   Each type B home provider or in-home aide shall accumulate at least twelve hours of training during the first year of certification and six hours of training per year thereafter, until a total of thirty clock hours are acquired unless the provider furnishes the county director evidence of: and in addition to the six required hours, shall maintain current certification in infant/child CPR and first aid. Providers shall be required to attend all trainings deemed mandatory by the CDJFS. A trainer in the topic areas listed in this paragraph must have at least one year experience specific to the subject area and shall be approved by the CDJFS. Additional training topics may include, but are not limited to, the following:

    (1) Child care program and activities;

    (2) Design and use of room arrangement and play materials;

    (3) Working with parents and families;

    (4) Nutritional needs of children and nutritional education;

    (5) Developmentally appropriate activities for children;

    (6) How to manage a child care home business;

    (7) Home safety and fire prevention;

    (8) Community health and social services resources for families and children;

    (9) Food safety and sanitary practices; or

    (10) Additional training as specified in paragraph (A) of this rule.

    (1) At least three semester hours or five quarter hours in child development from an accredited college, university, or technical college;

    (2) A child development associate credential (CDA);

    (3) Evidence that the authorized provider is a graduate of a two-year vocational childcare training program approved by the state board of education;

    (4) A  preprimary  credential  from  the  "American  Montessori  Society"  or  the "Association Montessori International"; or

    (5) Thirty clock hours of training which has been approved by the county director.

    (C)The training shall include each of the following areas.

    (c) A registered nurse.

    (5) Family day-care topics which may include:

    (a) Child day-care programs and activities;

    (b) Design and use of room arrangement and play materials;

    (c) Working with parents and families;

    (d)Nutritional needs of children and nutritional education;

    (e) Developmentally appropriate activities for children;

    (f)How to manage a day-care home business;

    (g) Home safety and fire prevention;

    (h) Community health and social services resources for families and children; or

    (i) Food safety and sanitation practices.

    A trainer in the above topic areas must have at least one year experience specific to the subject area and be approved by the county director.

    (D)(C) Audiovisual and self-instructional study may be used to meet no more than seven hours of the continuing education requirements three hours of the required six annual hours with the supervision and approval of the county director CDJFS.

    (E)(D) The type B home provider or in-home aide shall keep a record of all training completed to meet the requirements of this rule on file in the home using the JFS 01924 "Provider Training Form" or other documentation accepted by the CDJFS. The training record shall include at least the following:

    (1)   Description of training topic;

    (2)   Length and date of training;

    (3)   Name of the trainer; and

    (4)   Trainer qualifications. ; and

    (5) Proof of attendance.

    (F)(E) When the type B home provider or in-home aide attends a training event that is not offered by the CDHS CDJFS to comply with the provisions of this rule, the training event shall be pre-approved approved by the CDHS CDJFS prior to attending training in order to ensure the trainer or topic is in compliance with the requirements of this rule.

    (G)(F) Training records must shall be reviewed and approved by the county director CDJFS at the time of recertification. Failure of the provider to provide acceptable documentation of training may result in revocation of the certification.

    (H) Training completed prior to the effective date of this rule may be accepted to meet the requirements of this rule.

    (I)(G) The county director CDJFS shall provide or purchase from a qualified trainer a minimum of eighteen hours of training per year for providers who do not have thirty hours of documented and approved training the required number of training hours. The county director CDJFS shall notify providers in advance of the training schedule.

    (H) The CDJFS shall maintain on file a record of all required training completed by the provider.
